It must be because The Doctor must have wanted a older face... To make the older people he's working with more comfortable...
Well it's better than Seven not ageing at all, AND ignorning Cryptic's own story with her barely having signs of being a former borg back when the game launched.

so nasicaly, they keep chicks as young as posible (where it make no sense at all - like sela, seven) while when it make sense to not get old, they do it (doctor).
And yes, doctor should request to make his face older (and body fater:) ), but keeping his same age sound more logical, especialy if you compare it to voy crew - all mens get older, girls not.

I think Doc wanted his age appearance to change with the years, to make him feel more human. He also designed empathy subroutines, the ability to sing opera, photography, golf, and many more subroutines that made him more and more human. The only other thing he lacked was the ability to age, but that too is easy enough to solve.
Compare it to the same way Data's age appearance changed over the years. At Farpoint Station, his age appearance was a very metallic golden skin with black hair. In Nemesis, he had become obviously older, his skin now more a dull white, and his hair becoming more and more grey. He also had become much more wise, and much more intelligent overall, as opposed to the clueless child he was at Farpoint Station.
They both were artificial lifeforms, but they both worked to become more than a simple computer program, and that hard work eventually paid off for both of them.

For seven it make some sense to keep her "forever young" but it conflickt with sto theme (and some degree voy episodes) in whch seven wanted to get her borg related thing removed if it posible or get them to much limited use.

In a game, or in animation, you can stop time to make it fit a alien's physiology - thus Vulcans, Romulans, and Klingons can age slowly. In regular movies spanning 5 decades, not so much because human actors age - which is why the new Star Trek is a redo of the original cast with younger actors.

Data actually has an aging program which alters his appearance over time. It was mentioned in one of the early episodes to explain why Spiner got older-looking as the series went on.

This is why Brent Spiner asked for Data to be killed off. As Brent got older, it would have been harder and harder to explain why Data is getting wrinkly or his hair is falling out (and no, using the "Bicentennial Man" plot device would have been TRIBBLE).

Bicentennial Man came out 5 years after TNG had done its last episode - so basically they stole the plot device from TNG and Data.

Honestly the doctor doesn't really look that aged.
His hair is still brown and such.
He'd have grey hair if he had aged.
He's not aged at all. Folks are just used to looking at characters with almost zero facial definition because the game launched with a less detailed art style.

I dont argue with real actors aging and yes, i know that in compiter time is basicaly frozen. But from where you god ide how old/young there alien races look at which ages ? from movies of course. And you DID have here displayed romulans at different ages, from 20s, up to 60s or even 120s. So you can take from here, and i can say that NONE of these 60+ aliens looked at 20s human (yeah t pol at 72? looked like 30s human, but not 20s).

well, 26 was realy not my quess , and dont get it wrong, i know womenst which are 40s and look 30s and are more sexy than many 20s .
Well, I can understand that. But my point still stands. They picked a young woman to play a near-middle-aged Vulcan. Mark Leonard was only 7 years older then Nimoy, but he played Spock's father. Even in TOS they tried to make some allowances; but no one at the time expected the series to last this long or that the actors would get 50 years older and still be playing their characters.
