While Cryptic may have introduced some methods to penalise AFKers, it is not implemented on all maps or the AFK brigade have found a way to not trigger it. A votekick system has been asked for many times but the usual responses are to run PvE queues with fleet mates, private queues or that it's too open to abuse. What if methods were put in place to minimise the risk of abuse? Here is my proposal for a votekick system, assuming a team size of 5 players.
1) A player initiates a votekick and chooses the reason from a fixed list. E.g. AFK, Abusive behaviour etc. Being a n00b is not a valid votekick reason
2) Majority of 3 votes for a player to be kicked.
3) If 2 players on the team queued together, are in-game friends or are in the same fleet, they only get 1 vote between them.
4) If 3-4 players on the team queued together, are in-game friends or are in the same fleet, votekick is disabled.
5) Votekick would be disabled once the boss had been triggered on a map.
6) Daily limit on how often a player can initiate a votekick. If another player initiates a votekick, this doesn't impact your daily limit.
7) Cryptic could monitor how often players get a votekick initiated against them or call for a votekick and take appropriate actions. E.g. Votekicked too many times for AFK, account-wide 24h PvE queue lock-out. Monitoring could also be used to see if

Just my initial suggestions and probably not perfect. Any other safeguards you can think of? Or yet another dumb votekick idea? (Dons environmental suit with fire resistance.)

I think the best thing is to just make it so that the players on your ignore list are never teamed with you. If someone goes AFK, then you ignore them. After awhile, all of the AFK people will be in the same queues, and nobody will be doing anything.
Better to have a vote to leave system, instead.
This too, although an ignore list can also be abused, in that situation.
Both these ideas implemented together ought to go a long way towards reducing AFK in queues. I fully expect pwe/cryptic to move with their usual speed on this issue, however.
VoteKick would turn into a troll tool in about 2 nanoseconds. Especially now with the Optional Fail removing everyone from the STF. The trolls have enough tools already. No need to give them more
1. People abuse the vote kick to annoy random people. Is funny, but not the intended effect.
2. You get incessant and useless votes initated every single game. Multiple votes, no one kicked, gg.
3. People who 'should' be kicked NEVER get kicked.
So, no, no votekick system here, please.
However, no automatic grouping with accounts on your ignore list would be fine.
It appears this is always an endless matter of perspective isn't it?
Another note, one must provide proof of this system being abused.
I have played MANY Heroics throughout the years on WoW and never had this issue.

And this would affect MU i.E. how exactly ? ... as others have said make participation rewarding, instead of pointless Timer-based-busywork with little reward ... never seen anyone afking "Old Mirror" for that matter ...
LOL. I was always getting kicked in WoW because I didn't kill one mob and then sit down to eat and drink.
The fact is... there's probably always gonna be people who believe they know everything and say that if you don't play a certain way you fail instantly and don't deserve to play. And it is through them that innocent players who aren't as experienced will get punished just for trying to play the game.
