Can't complete Factional Divisions episode of "Alliances" chapter

With Harry Kim & Kazons in Bremark system. All enemies are defeated and last task is "Talk to Kazon" but there's no option to and Kazon never hail.

    my Full Impulse Engines button has been grey'd (offline) this entire time too. having to use Evasive Maneuvers to move around. I don't understand what's wrong. Ship is at full health/strength.
