Photonic Capacitor Trait no longer working

Activating Science Skills no longer grants cooldown reduction to Photonic Fleet.
The cooldown is not reduced, and the 10s lockout debuff doesn't appear either.

1: Slot Photonic Capacitor Trait
2: Activate Photonic Fleet
3: Activate Science BOff skill
4: Activate Science Captain skill

    Update: With the Oct 16 2014 patch, Photonic Capacitor is partially working.
    Most Science Skills trigger it correctly, though much like when it was first introduced, non-instantaneous science powers like Tachyon Beam and Scattering Field don't.

    Also some non-Science Powers are now triggering it, namely Graviton Pulse Generator.

    It seems to be broken again. Tested with a suite of science abilities, nothing triggers it.

    Hmm, that's odd, as there has been no change for me.
    It works on my Instantaneous Science skills and Graviton Pulse Generator.

    Edit: Tachyon Beam seems to trigger it now, if it completes the entire beam firing sequence.
    Scattering Field and Tractor Beam don't, even if used to completion.

    Edit 2: Heavy Graviton Beam from the MACO 3-set bonus now triggers it too, though not 100% of the time.

    Edit 3: Quantum Singularity Manipulation from Tier 5 Romulan Reputation also triggers it.
