pop up at Starfleet Academy every time I visit there

I started a new character last week, a Ferengi. I skipped the tutorial and gathered all the supplies from the Academy and was able to leave without any issues - beaming up to ESD. However, whenever I beam back down to Starfleet Academy I get a pop up from Commendant Herthel (the misspelling is in the pop up. Should be Commandant) that says
"it looks like you're ready to go, (chracter name). I'm looking forward to hearing about your accomplishments. I know you'll do the Academy proud. Good luck."
-with the option to hit "continue", which gives me another window "Are you ready to beam to Earth Spacedock?", options are "ready" and "Not Now" (Now is in caps on the button).
Nothing I do seems to make this stop happening. I have no issue beaming out of the Academy.
Character is a level 6 tactical officer.
