I've scoured the forums for an hour + Google so I'm piggybacking on\bumping your post.
Identical issue... I've seen a few posts mention this but no conclusion.
I haven't definitively eliminated anything. Graphics settings don't seem to matter (everything on high or everything turned down, DX9\DX11). I'm on a 20 meg connection with decent latency. I don't recall this happening before I left (right after LoR release) but it has happened every time since I came back in Sept. I had a standalone version of STO installed when I played previously but I installed it through Steam this time around. My buddy who also uses Steam says it doesn't do it to him. It doesn't matter if I'm zoning in to space or ground nor if there's 70 ppl in the zone or a few.

I've tried force verifying, using the proxy. The only workaround I've found so far is to go make a cup of coffee while it waits for whatever it's trying to find and\or do.
had something similiar i uninstalled then installed through arc and it vanished although i have another problem im trying to get figured out, try this as a last resort maybe?
