There's a very strange bug that makes some of the personal traits unusable.
Ships on which I reproduced the issue:
1) Fleet Tactical Escort Retrofit (T-5U)
2) Fleet Heavy Escort Carrier (T5-U)
3) probably a couple of others (did not check them, as the two above are my favourite ships)
Traits broken:
1) Various R&D lvl 15 traits (kinetic precission, beam barrage, and so on...), and yes - I tried to use only these traits I have a valid access to (I do not exploit the bug where all R&D traits are available before accessing lvl15 in particular schools)
2) Intimidating strikes (box trait)
3) Inspirational leader (box trait)
Player level: 60+ (but I also had the same issue on other char that was lvl50)
Bug details:
1) activate all above traits on earth's orbit (real location doesn't matter, bug exists everywhere, I used SOL system just to illustrate the issue)
2) check the power tray and weapon tray for information that these traits work (they should show the 10% chance to placate on torps, beam barrage power activated when executing fire at will, etc...)
3) go to sector space
4) get back to earth's orbit
5) check power trays again, this time only few (if any) of the mentioned traits will be "detected" by the game (ie no 10% chance to confuse on torp description, no beam barrage power activated when executing fire at will)
Point #5 is the most intiguing part, as the traits mentioned above behave differently based on order they were slotted or the accompanying traits active (remember that GUI shows active traits in a 3x3 box), ie:
1) when I have "inspirational leader" trait active in top-left trait slot, the bottom left slot filled with "beam barrage" trait seem to work
2) when I put "techie" in place of "inspirational leader", the "beam barrage" cease to work after returning from sector space/relogging the char
3) when I use "accurate" trait, the "kinetic precision" is broken, etc, etc.
these are just examples, the number of combinations and side effects differs, ie:
1) sometimes I'm able to "activate" successfully three different lvl15 R&D traits under exception that I won't pick "techie", "accurate" or "helmsman" trait at the same time)
2) sometimes the traits don't work at the specific trait slots but work if I replace their places with other traits (they seem to be "position" sensitive)
3) I'm able by brute-force to check what trait positions in GUI are currently valid for specific traits and if I stick to them, the traits will be working on them, but in best case scenario I still waste 3 traits to enable rest of them at other positions (the wasted traits do not work then, ie: leadership, intimidating strikes, or I can't pick my favorite, ie techie, as they will disable other traits)
Ships not affected:
1) tactical escort retrofit (non-fleet version, T5)
2) probably heavy escort carrier (non-fleet version, T5) - din't check that but I assume its the same case as with defiant
3) breen raided (T5 and T5-U)
4) kumari (T5)
5) probably much more ships (as this bug does not seem to be very "popular")
Actions taken to fix the issue:
1) switching between different ships
2) relogging/restarting application
3) resetting all the personal traits (deactivating them all and activating again)
4) saving/restoring weapon loadouts (just in case)
5) picking different traits (even if there's only on trait active, ie "beam barrage" it does not work, it starts to work only on specific position depandable on accompanying traits - this position changes if I pick different traits)
BTW: this is not an issue with missing text on weapon/power description, I can confirm that intimidating strikes do not work (does not confuse a single thing), leadership does not appear after activating tons of abilities, etc....
BTW2: Regular traits (available on character-creation screen, ie "techie") and some box ones ("helmsman", "bio-patch") work as they should each time, but for some reason, most of them are in conflict with selected traits, ie "techie" vs "beam barrage", etc...
