The fact that it's an 3-4 second lasting ability, during wich you can't use other abilities makes it purely for the "run" part of "Hit and Run" though.

It works really well when you are under fire and need a moment to get away. Ive used it several times and maintained abilities still function while its in effect (TBR / EWP / TB ) they all continue to function so a Part Gen build can do damage and be invulnerable.
I tried it out on Tribble and I'm working towards it now. Seems its best use is, like everyone else is saying, evasion and temporary protection. Took me a little longer than usual to figure out that I couldn't fire while using it, mostly because I was too busy yelling "WHEEEE!" at the time.

Rock and Roll can be pretty useful for Escorts and battlecruisers if it's boosted with the 2 other skills that accompany it (eg. Magic carpet ride).
On a strafing run fire everything you got, then as you are about to pass them, do a barrel roll (boosts your speed), then do an about turn (should be easy with the magic carpet ride's 20% turn boost).
Will be sweeter if you also have the intel specialization skill that boosts flanking dmg.
I have yet to test it on players but in pve it works a charm:)
It has been invaluable in queues like Crystalline Catastrophe when you don't realize that the entity is about to do its explody bit until the last minute or a bunch of shards are about to hit. If you pay attention in Undine Infiltration, it will also keep you safe from the planet killer's uber attack.

Not terribly useful IMO. Can't fire when using it, which is a shame. And it doesn't last very long at all.

You can fire a second before you pop the skill... that way you will be firing while rolling... You just cant fire AFTER you've popped the skil.
