Abilities vanish from the power tray

Hello,
Ever since DR was released, whenever I leave/enter a new map my powers just vanish from the tray or move around. An example, I was in sector space with all my powers arranged as I like them in the power tray, I join a queue for Borg Disconnected, and when I re-emerge in the map I only have 5 abilities in the entire tray.
I've defended Cryptic with bugs released since DR but it's been 5 days, and crucial problems such as this still linger.
At first I thought maybe I needed to change the powers in the tray in sector space and playable space to make them stay as they are, but that had no effect.
Please fix this, it's becoming very annoying!
