Normal missions without a corresponding Advanced version scale to level 59 or 60 instead of level 50. The difficulty of the mission is scaled to the highest level that can queue for that mission. Both the patch notes and the dev blog say that Normal missions should scale to level 50.

Many of the standard PVE queues have been updated to fit the new queue difficulty settings.
Standard Difficulty is unchanged.
- Players level 51 60 will be scaled down to level 50 for this difficulty.
Advanced Difficulty replaces what was previously called Elite.
- Players level 51-60 will be scaled to level 60 for this difficulty.
Elite Queues are now level 60 versions of PVE queues.
- Only level 60 players can queue for this difficulty setting.

Not many changes have been made to the Normal modes for the queues. These remain as you have always enjoyed them, only now the endgame events have a minimum level requirement of 50. All Captains and critters in Normal mode will be fighting at level 50, and those who enter the queues above that level will have their efficacy lowered to that of level 50. Dont fret! Youll still have all your powers and Bridge Officer seats, but the numbers you produce will be scaled appropriately to the level of the event.

I suspect the others are affected by this bug as well.

Notes
(a) The maximum level is 59 for some missions and 60 for others. It is not clear what determines the maximum level.
(b) The Federation version of Starbase Fleet Defense is available to levels 50 to 59; the KDF version of Starbase Fleet Defense is available to levels 5 to 60.
(c) Federation Minefield is listed twice the PvE window. It has been that way for a very long time.
(d) Azure Nebula Rescue and The Vault Shuttle Event are currently unavailable, so I do not know if they are affected by the bug or not.
To reproduce the bug, follow the steps below.
1. Queue for one of the missions listed above.
2. Once you enter the mission, look at the top left corner of your screen to see the level at which you are fighting.
3. Click on an enemy NPC.
4. Hover your mouse pointer over the NPC's health indicators or click on the icon labeled 'i' to read the NPC's hitpoints.

But now I wonder if they screwed this up on the storyline chapters as well because I was actually trying to do a few since I never bothered to finish them as I hit 50 way before I finished the Chapter 1 missions....
Doing the Planet Killer one...where you board a Klingon ship and go to the planet to grab those weird torpedoes that are the only thing that hurt the monster.....I am in orbit having to fight like 2-3 defense drones from the platforms orbiting the planet and I am killed constantly within about 12 seconds of combat in the Klingon ship they provide.
Did that 4 times and said TRIBBLE this....this is totally not worth bothering with....but so much of this new system is borked up that its not even worth doing anymore...
11 Fleet Credit reward for Red Alert ship battle that is scaled at 60 for normal and of course we lose on it...since you cannot win it with players who are all hovering 50ish (maybe 2-3 are 51 or 52) - why bother.
When you reach level 60, the ones that say "50-59" suddenly become level 60 only, and you cannot team with anyone less than 60 to queue for them. This is not a feasible gameplay mechanism. It ruins team-play.

Ah, that's interesting. But it still doesn't explain why some missions have one queue for levels 5 to 60 and other missions have one queue for levels 50 to 59 and another for level 60. The strangest is Starbase Fleet Defense: the Federation and KDF versions differ.
most players will NOT be able to win this, due to the fact that the Crystaline has 20million+ HP???

normal mode only have like 1.8mil hp, and Advance jump too much with 20million HP, and not to mention other tholian ships are ridiculously strong. and Crystaline regenerate so fast that your XII beams look like a flash light.
