Does anyone know how to fix an interface that's doing this?

The skill buttons are all skewed and the hull/shield status indicator is just.... well I don't even know what that is beyond messed up. Its variable aspects seem to be coming off of the background and the shield facings are as striped as a zebra.

1) What are your system hardware specs.?
2) Assuming you meet the minimum hardware specs; are you using the latest available WHQL driver for your video card?
3) Are you in any way manually overclocking either your CPU or GPU?
