There is a lot of reasons to stay away from town and to avoid zone chat. Zone chat tends to be used as an all purpose trash can in any game. Aside from that, this is what I see in every zone lately, was always around but seems more prevalent lately.

Seriously though, you never post details like this on the forum especially ingame handle and website name, its not the done thing and will get you in trouble. Just right click and report on their name when ingame
Besides the naming and shaming, have you guys noticed as well how those spam accounts seem to be more... name consistent? I mean used to be that the spammers had completely random characters and names etc. they spammed with but lately it's like they TRIBBLE old accounts from previous players and started spamming from there. I could have sworn that a spammer I reported was actually an old contact from my friends list.
It does make you question HOW they managed to get all those details from inactive accounts. Someone must have tipped of those spammers about them accounts being unused or something like that.

While yes... The user did it wrong in the first place, you're the one who is going to take a beating for it here, because you posted the above.
For your own sake, remove the critical parts, and submit a Ticket instead.
