Rank/Level up not working

I found advancing a rank now seems to have the following errors:
Cannot train in any new skills
Can select the next rank starship, but it will never appear
New crew member can be selected, but will never appear
Kind of takes the fun out of all of it for me.
I filed a ticket 5 days ago, no response as yet.

At first, I thought it was because the first toon (Romulan) I created there I had done something dumb. Oh, and I skipped the tutorial.
Filed a ticket, never got a response, other than the acknowledgement of the ticket.
No biggie, I was only level 12.
After a week, I deleted the toon and created a new one (Romulan.)
Well, it did it again.
A few days later I deleted that toon and rolled a Klingon, to see if maybe it was racial.
Nope. I'm level 12 again and still in the noob starship.
The ticket # is 140922-001586.
I can't look it up in-game for some reason.
It was never offered.
There is currently a double XP event going on which is why you arent getting a free ship token at level 10 and at level 20. I wont go over the details because that might confuse people, especially new players. I recommend doing the first 3 chapters fully and do not skip any episodes if you want your free ships. The first chapter is "From the Ashes", second chapter is "Allies", third chapter is "In Shadows".
The first free ship token is linked to the episode mission "Neutral No More". With no double XP you would normally complete that mission at level 10-11. BUT right now with the double XP you level so fast that you complete that mission at level 18-19. The second free token i dont remember if it is linked to story or level, but i think its story too (i just dont remember which one). Reason i say it is story is because i did all the episodes for all the first three chapters but i didnt get my second free token until i had completed a mission at level 30-31 but i should have gotten the free ship token at level 20. I actually got my second free token at 30-31 and then i got my third free ship token also at 30-31 (third ship token is level linked).
If that second paragraph confused you no problem just do all the episodes and dont skip anything at least not until you got to Nimbus 3.
Also I know there are people on the FED side who have skipped the tutorial and not picked up Elisa Flores from Starfleet Academy, and thus have become trapped in ESD.
These xp acceleration events are awesome, but sometimes you think you don't need to do a lower level mission because you've leveled up so fast, so you skip it, and then you run into all sorts of trouble because that episode happens to unlock everything else!
Yeah, I'm not rolling up another toon during one of these XP bonuses ever again.
But you can safely do that, now that you know the secret behind it all ^^ Just make sure to play 'Test the mettle' (or the respective Romulan mission) when you have reached level 10, skip any episodes up to that one. Then you will be fine and get everything just as intended.
This issue comes up every time they roll out an xp event, and they know about it. They just don't do anything about it (a simple disclaimer at a prominent place would do the trick imo). Which is, frankly, not understandable, since it has major potential to alienate especially new players and drive them away from the game before they have even really started...annoyed the hell out of me for sure when I made my first Klingon toon.
Oh well, it's their business and they're probably old enough. Let them make their own decisions.
