Agreed. Try posting in a Reddit subforum, or in the PvP subforum and you may get an answer.
That said, I don't think its' "Self Entitlement" to ask for clarification of the issue: They put it in out of nowhere, made NO mention of it in patch notes, and we are stuck with it. It is a GENUINE QoL issue that literally, takes away an additional 5 seconds of our lives x20 on average. It may not seem like much, but it adds up quickly. I think it's more than appropriate to ask STRONGLY if this is WAI now, or just an issue they are working on.

Been playing STO since Open Beta, and have never regarded anything as worse than 'meh', if only due to personal standards.
I believe the throttling is designed to be a pure hindrance of resource production in offline mode. Spending more time per doff job in an unchangeable daily schedule implies less doff jobs in the end, which is reducing the income of dilithium, cxp and all other welcomed earnings drawn from the doff system.
There's a difference between spending 3x 30min a day for 7 chars, and 2x 50min for the same chars. Extending the doff sessions into the daily periods planned for other game content, which is the real fun of this game, renders STO a insanely boring parkour of never ending duties. Abstaining from the doff system makes long term goals within the game, like character development or fleet progression, even more unreachable.
It was a painstaking routine to hurry from one place to the other in the game, but one might have got used to it. The throttling leaves the impression: 'Leave, if you got a real life'

If my R&D assignments are anything to go by then the problem is down to the way the timers check for completion. My R&D projects finish in reverse order so last started is first to finish which implies that when the server is checking for assignment finishes it is checking the assignment at the bottom of the list first and then heading up. This could mean if you start quick assignments first they will take forever to finish compared to starting them after all the long projects.
Well, it's clear they have no intention to fix this so I have completely stopped playing. I don't even bother logging in once a week to see if they fixed it anymore and haven't actually played since a week after this mess started.
And frankly, I'm really not that anxious to get back because I, and many of my friends are completely unimpressed, and infact disappointed with everything we have seen from Delta, in my case being the addition of a Tier 6, and a whole bunch of ships that look straight out of Tron, like Cryptic has really lost their bearing on this MMO and decided to just go crazy.... It's been feeling less and less like Star Trek lately and it seems this is the last straw for me, so even if they do fix this Doff issue, I still might be done playing STO.
Back when they announced this delta failing expansion and pulled out this revamped UI I quit playing mostly because of this waiting to finish. Imagine all 17 of my doffing toons that had to wait 5-10 minutes to finish 20 assignments. I was like yeah good luck with this cryptic and I even tested it out today and same problem so yeah they pretty much ruined the majority of the game.
