Maybe someday, but I doubt she'll show up last minute. I am guessing, but nothing less than a meaty role would interest her at this stage in her career.

She's too busy with the Netflix Series she's on, although it completed it's second season of 13 episodes. They're going to season 3 so they might have started shooting again. She's popular in that series also. I bet if she didn't have any work going on she's do this for us all. I wonder if she's on FB could send her request. Just a thought?

Captain Janeway on the 24th Century Voyager didn't violate anything. It was the 29th Century Admiral Janeway that violated the Temporal Prime Directive.
If memory serves since End Game is on of my favorite Episodes of Voyager, Admiral Janeway took a pathogen and got assimilated by the Borg Queen, this in turn led to the destruction of a unimatrix. The next result was that the shielding for the transwarp hub came down and Voyager was able to destroy it on their way to the Alpha Quandrant.
some of our upcoming content will feature the aftermath of that destruction as well, if you read today's Dev Blog, a new queen will try to reunite the borg by re-assimilating them into the collective.

There's more to this than just asking. She may be too expensive as some have said. She may be under exclusive contact with another studio that doesn't allow her to lend her voice to other projects while under contract with them. Or she may have simply refused. Given the talent that Cryptic has signed, I would not be surprised if they didn't make offers to the entire regular cast.
I didn't save the link, and it is a bit of speculation, but during the Vegas event coverage thread madness there was a link to a sto fan site review of the con. In the otherwise normal voyager panel review someone asked Kate if she'd consider doing voice work for sto and she apparently turned to Ethan Philips and asked him "didn't we already do that". At the time I chalked it up to her working on something else and not knowing the difference. With this blog stating Ethan is appearing in delta rising, I'm willing to bet Kate will appear too.
I wish Admiral Janeway would have joined the cast but it is no secret that Kate Mulgrew is to expensive to do work. The same with Patrick Stewart or W.Shatner.
Fun part is that nobody actually cares about Chakotay since he would have been made Captain of Voyager...guess that character is trashed in the end

I think if they did get Mulgrew, she'd be more likely to book separately or maybe as a package deal with John deLancie, since they are friends.
These kinds of projects really rely to some extent on the actors having fun together because, however good the salary is by MMO standards, a big part of the drive to do this kind of work is the fun of working with friends.

Like I say, though, I think Mulgrew probably would be interested in working with deLancie and MIGHT be more up for working with Frakes and Sirtis.
Even if the pay IS great, this isn't a huge career move for most television actors and so the fun of working together has to play a part.
I doubt we'd ever see Frakes without Sirtis or Sirtis without Frakes because they are such good friends. And if Cryptic booked them, I figure Burton, Dorn, and Wheaton would be fairly easy to assemble.
I'm not saying that Mulgrew, Beltran, Stewart, or Spiner dislike their casts but I do think they have their own well established social circles they keep to more and maybe some minor disagreements with castmates. It would take a major project to get any of them back in.
DS9 would be a touch more complicated. With Brooks, it would depend on what day you asked him and if you were willing to really emphasize social justice as part of the scripted part.
Meaney seems like a guy who would do it but really only if he got to play off Siddig (they were real friends) and I don't think Siddig would do it. You MIGHT get Meaney if he could work with Dorn.
Visitor might but you have to remember she and Siddig had a divorce and she hated Kira/Odo as a plotline.
I think your best bets would be Auberjonois as Odo and Shimerman as Quark. So if you did a DS9 revival in STO, I figure you'd be most likely to see Odo, Quark, Rom, Leeta, Worf, Ezri, Weyoun, Dukat, Martok,and maybe Tony Todd reprising his role as Jake from The Visitor or Kurn. All storyline permitting. In some ways, mind you, I'm not sure that would be bad since I think a DS9 follow-up that is all or almost all non-Starfleet aliens would leave a lot more room for the player to be the hero.
But even money aside, this kind of thing has to be fun because even if it pays well, it probably doesn't advance anyone's career. If somebody is going to spend time here that could be spent on a pilot, movie, or Broadway show, it's going to be because they're having fun with it and likely because they're working with good friends, which not all cast members necessarily are.
But like I say, if they want Mulgrew, they should probably either book her with deLancie or with Frakes and Sirtis.
