To all who are awaiting a dev blog, the new ship is the Constellation Class; available for 1000 Zen, Tier 3 (commander level). Console is the Picard maneuver.
EDIT: More details:
Rank: Commander (Tier 3) Crew: 500 Weapons: 3 fore, 3 aft Device Slots: 4 BOFF Stations: 1 Ensign Universal, 1 Lieutenant Tactical, 1 Lieutenant Commander Engineering, 1 Ensign Engineering, 1 Lieutenant Science Console Upgrades: 1 Tactical, 2 Science, 3 Engineering Base Turn Rate: 8 degrees per second
Impulse Modifier: 0.15 Hull Strength: 26,000
+5 Power to all subsystems
Warp Burst Capacitor console
All 4 comm array abilities
I am going to assume that buying the T3 unlocks the skin for the T5.5 Fleet version.
STO is about my Liberated Borg Federation Captain with his Breen 1st Officer, Jem'Hadar Tactical Officer, Liberated Borg Engineering Officer, Android Ops Officer, Photonic Science Officer, Gorn Science Officer, and Reman Medical Officer jumping into their Jem'Hadar Carrier and flying off to do missions for the new Romulan Empire. But for some players allowing a T5 Connie to be used breaks the canon in the game.

Yep. From the C-store info: "The Heavy Cruiser Refit configuration includes the Constellation, Cheyenne, Stargazer, and Dakota class costumes. Purchasing the Heavy Cruiser Refit unlocks the Constellation costume for all Heavy Cruiser variants."

So much for 'new' ship. It's already got a T5 retrofit, they just want to tempt people with the console for zen.
Which is also not 'new'.
Just depends on how you interpret it.
The Constellation was not in the game, therefore it is a new addition. Additionally, unlike most ships, the Heavy Cruiser never got a '.5' refit version because the Excelsior was kind of filling in for it; therefore an alternate Heavy Cruiser costume with a fancy console is also a new thing.
Nobody ever said it would be a completely new stand alone ship type like the Avenger or something.

Well its better. There's two things on sale here, the skin and the console. The skin can be used on any heavy cruiser retrofit that the player may have (and the mirror was certainly cheap enough to be accessible) to satisfy the need of a full T5 Stargazer. The console on the other hand is the ****ing Picard Maneuver and to only be able to use it on a T5 Stargazer refit would probably disappoint a lot of Galaxy or Galaxy-X users out there. It needs to be a low tier ship to allow that flexibility and because of what's already available you can still sport the classic ship in whatever STF you want. And its only 1000 zen.
Bipedal mammal and senior Foundry author.
Notable missions: Apex [AEI], Gemini [SSF], Trident [AEI], Evolution's Smile [SSF], Transcendence
Looking for something new to play? I've started building Foundry missions again in visual novel form!
I was very excited about this new ship and purchased it immediately but then I discovered there's no fleet discount like with other ships!
When you purchase the lower-tier C-store version of a ship you are supposed to get a fleet module discount on the fleet version (so instead of paying 4 ship modules you only have to pay 1).
Why is there no discount for the Fleet version of the Heavy Cruiser???
In the immortal words of Captain Sisko: "It may not be what you believe, but that doesn't make it wrong."
Don't believe the lies in this forum. I am NOT an ARC user. I play STO on Steam or not at all.
It's a nice looking ship and it's really cool to see another canon ship. That console seems like it would really benefit escorts. Get in super close with canons, have ambush damage, pound the TRIBBLE out of your target. Sounds like it would be even better with a cloaking Defiant, decloak, get that bonus, use the console, get that bonus, kill, kill everything.

Your information is incorrect. Fleet discounts only come by purchasing T5 ships. They have never come from purchasing other Tiers.

The Constellation-class is pretty much the Sao-Paulo of the Defiant line. T3 don't give discounts, only T5 ships do (in my analogy, it'll be the Defiant with the cloak). Since the Heavy Cruiser line doesn't have a T5 ship, you would need to spend the full 4 ship modules to get the Fleet version.

So its a repackaged console. I really hope they bite the bullet with this one.
its a question of what happens to a2b because currently the heavy cruiser line is not even useful for bfaw spam so i cant see where to put the darn thing with it lacking that sorta thing. suppose it could be useful as a fleet hc torpedo boat.
T6 Miranda Hero Ship FTW. Been around since Dec 2010 on STO and bought LTS in Apr 2013 for STO.
aaand here we go, I predict that within the next few hours we're going to see the game fill up with Pikard, Pckard, Pickhard, Jen Luk, John Luke, Jean-Luc, Jean-Luck, Jean-Luk, and another 3 or 4 hundred variations on the name using that ship under the ship names Stargazer, Starhazer, Sargazer, Starmazer, and another 3 or 4 hundred variations on the ship name because theres little to no origionality on the game

Really? I don't fly one but looking at the boff layout it seems like it would support a standard A2B BFAW build just fine (I looked at the fleet version only). What am I missing?
Gonna come in handy for all that challenging PvE content we have... you know... for when you're tired of sitting in the same spot spamming space bar and want to sit in a new spot.

i thought about the fleet version, but the lack of tactical slots leaves little in the way of tt bfaw and attack patterns to make the attack pretty nasty.

As it happens, it's already obselete. Nice.

Well...it is an old ship. Aleady obsolete by the time of TNG. Only the Excelsior gets a free pass there.
*grabs popcorn*

Plenty of people will buy this ship just for the skin.
