I'll start straight with my Idea.
We got a ship into the Lobi store for every Lock Box, except for the Cardassian Lockbox, so it would be VERY nice if we could get some more stuff for our Galor Class ships, may be a console or a little set or some thing like that.
And the most Important thing ma be is, that we gat a Keldon Class ship into the Lobi Store. May be with a Universal Console crating 3 Photonic Galors or some thing like that. And may be you Add a 180 degree firing arc Photon Torpedo or a 180 degree firing arc Spiralwave Disruptor Beam Bank.
Come on guys, if get dont get a Cardassian faction, give us at least one more Cardassian Ship. :-)
Don't ask them for more Cardassian stuff in Lobi store, I'm pretty sure it's being considered for the Cardassian faction. I think we can agree that is the better option.
They even said they regret issuing the Galor in a lockbox.
Sure, it would be the better option, BUT HELL tell us something. We wont sue you over what you guys said!
If I had the 500,000$ I think I would invest in PW, to get that Cardassian Faction.
I mean think of the meeting:
I'll buy stock of your company woth of 500,000$ if you guys get us the Cardassian faction.
And if we dont get it the feaction, GET US MORE CARDASSIAN STUFF!!!!!!

They even said they regret issuing the Galor in a lockbox.
Then they should not have compounded it by adding Tholian, Dominion(I know, the Bug came before the Galor), Tal Shiar, Voth, and Breen ships as lockbox/lobi/seasonal rewards. Once the first ones got out, then you might as well let them all out.
What compounds the problem even further is what we do get in regards to 'balance' from the Cardassian Lockbox...
the DS9 costume. For one character.
Let's do some maths; the DS9 costume is 200 Lobi; divided by four (minimum per lockbox), that's still fifty lockboxes, that's fifty keys at 125 Zen apiece for a total of... 6250 Zen.
You could buy the DS9 costume for ALL your characters for 550 Zen from the C-Store and still have enough left over for a ship three-pack (Vesta, Andorian or Odyssey, Bortasqu or Scimitar), a race unlock and even then have a hundred Zen left over (or a bridge pack and inventory slot increase, or whatever you want)
And the argument is that "There's the Ferengi outfits, the Tholian Robes, the Temporal Jumpsuit and Wells/Korath Uniforms, etc.... the DS9 uniform is there for 'balance'."
Quite frankly, the Cardassian Lockbox - and thus the related Lobi store items - are suffering from being the first lockbox introduced and not measuring up to the current standards we've grown accustomed to from lockboxes and related Lobi items.
"If you can't take a little bloody nose, maybe you ought to go back home and crawl under your bed. It's not safe out here. It's wondrous, with treasures to satiate desires both subtle and gross; but it's not for the timid." -- Q, TNG: "Q-Who?"
^Words that every player should keep in mind, especially whenever there's a problem with the game...
What they should do in anticipation for a Cardassian playable faction: Give every Cardassian free tier IV Galors that are weaker than the lockbox Galors while simultaneously renaming lockbox Galors "True Way Galors" and providing that with a bonus "true way" skin. That way, Cardy faction players won't be screwed out of the most famous ship of the fac, and lucky lockbox openers will still get a neat li'l bonus.
As for the Keldon... it'll probably be a tier V Cardy ship either way.
I feel like cardassian lobi stuff would be unnecessary, aside from maybe a nice ground weapon or console set, maybe lobi cardassian boffs with special traits. None of that seems too far fetched.
But the thing is, Sphere of influence had that platform where the secret evil bad guys noted that the dominion was the biggest outright threat to them.
Drawing on that, it would seem like once we've secured the dyson sphere, logic would state that we head back over to Beta Ursae and building on that info, attempt to form a coalition with the Dominion, or at least win favor with them for our Fed/KDF/Rom faction, so that we could then go on the offensive. So we'd have a single player arc where maybe a envoy task force of faction flagships + player's ship would go into the Gamma quadrant through the wormhle, spend a few missions shooting hostile locals trying to find a way to reach out to the dominion, eventually contacting them, fighting them or fighting for them so they'll fight for us, and then ending in us bringing back their toys and them as allies. The coalition arc would also help wrap up the faction war that most players seem to be tired of. Though I myself will miss it, it would work. Just keeping an open mind.
This would open the door for the addition of a playable "True Way." NOTE: When I say "True Way", I just mean it as shorthand for the involved races, not the actual faction. In hindsight, it probably would've been faster to just type out the races. Although, seeing what happened to roms, I wouldn't be surprised if we DID de-fang the true way and got them holding hands and skipping through meadows with us too. Pretty much I mean a spiral wave weapons family, playable hidekis, keldons, and jem battle cruisers, Jem Hadar and Cardassians. We could play as a seperate fourth faction which could ally or join the hostilities in the Alpha quadrant, that'd be ideal.
Another thing would be the fleet colony holding- Needing to establish a colony in the Gamma quadrant would make sense, seeing as we have a couple million captains running chains in all the alpha exploration clusters, creating fortress worlds by the dozen.
Much more likely, it'll be a half mini faction and it'll be canonically excused by using Jem/Card forces to fill out ranks, having to join our factions through proper channels, rather than being allowed to operate independantly in our home space.
Some people might not like the idea of bundling in the Jem Hadar with the Cardassians, my defense for that is that we have maybe half the information on those races that we have for the Feds, Kdf, and Rom. They'd bear more resemblance to a Reman, Orion, or Andorian faction instead of a KDF/FED/RR. So bundle them together, like a detachment or task force assembled of the two races in the alpha quadrant serving their chosing ally like a provisional or foreign exchange program soldier. I also just want Jem in because I'm a big dominion fan, we already have the ships and weapons and set, and would love to go ahead and just to play an all dominion crewed ship without hours spent in the Alien generator.
That's my dream for season 9 or 10 anyway. I think it fits nicely with everything else so far
And back to beginning, that's why I say let's not make the entire spiral wave sandbox something to just give out at an anniversary or fateful Thursday. Let's bring it in with the next related expansion, which couldn't happen if we keep handing out its assets before it even hits the drawing board.
I do agree, it would be MUCH better to get a Cardassian or Dominion/Cardassian faction. BUT adding Cardassian stuff to the Lobi store, does not have such an extreme impact on the game.
It would be just a nice goody for us and it is not that complicated to realize.
About your idea: I think there will be a Kardassian faction sumday, or a TW faction more likely, otherwise there won't be enuff canon (not cannon) ships. Tear 2 would most likely be the Jhammy Attack Ship and the Hideki Class ... and Tear 1 a ... Groumall Class freighter. ^^ Tear 3 is gunna be difficult, since all nice ships are Tear 4 and 5 ships (Jhammy Heavy Escort, Galor Class, Jhammy Battleship, Keldon Class, Jhammy Dreadnought, Hutet Class) ... prully they might put the JHE and Galor to Tear 3, then JB and Keldon to Tear 4, and eventually the Dreadnoughts to Tear 5.

I hope I'm wrong but I firmly believe we wont be getting a cardassian/dominion/Breen faction. Too much has been given away for free/lockboxes from all those groups and I think we have gone past the point of no return.
There is an argument to say that the game cant realistically support another faction anyway, no matter who they are, so I can also see them sticking with 3.
If that is the case then I would rather they stick the other items in the lobi store than not get them at all.
I would like The Keldon, The Jem'hadar Battlecruiser, The Hideki fighter, The Cardassian Uniform, The Breen uniform and enough bits added to the character creator to make a reasonable looking jem'hadar. That is basically enough stuff to make its own lockbox/lobi promotion. Remnants of the last war.

Ah yes, but you forget that the Romulans are not a faction, but only a fraction. If this idea was set up with the Fed or KDF principle found in the Romulan f(r)action, in the context of this "New Dominion" of sorts, the mechanics would certainly allow for it, within your claims of what STO can and cannot do. Plus, it would not be surprising if the Federation is still occupying Cardassia, the K.E. however, not sure about that.

No, I'm not forgetting anything. I'm not talking about how large of a faction it is, or game mechanics but as to how much we already have either free or via lockboxes.
We could not create a proper Romulan or reman, we had none of their ships to fly. None of their costumes. A Romulan faction was desirable because we had none of it. We already have so many different aspects of the cardassians or the dominion in game that it waters down the attraction and annoys the people whole spent huge amounts of money trying to get these rare ships already.
I think they have given us way too much via other methods to make it viable so they might as well just continue to give us the factions remaining characters, ships and costumes by the way they have already done so.
A reason they have left Cardie content as only the galor is as they regret releasing that for a start and are holding it for the Cardassian Faction or demi-faction like the Romulan style faction set up. The current situation of Cardassian affairs fits perfect with the demi-faction concept. I just hope Garrak voiced by Andrew Robinson will be involved, if so I would end up only playing as a real Cardie most the time even if its a allied fed or kdf one.

Can't wait until we make our debut! I guess with the Cardassian Lockbox and new missions in the general vicinity of cardassian space there has been much more of a "want" from players for a true cardassian faction than they orginally anticipated. The keldon I believe was the most powerful ship in the Cardassian arsenal however non-canon speaking the Hutet Class would have decimated a Keldon.
I like the idea of a re release of the Galor, but all current Galor's should be upgraded to T6 and in the process get turned into Keldons. Since Keldons are nothing more than upgraded Galors anyways.
I use to do 100K DPS, but then I took an arrow to the knee.

Even as a Rihannsu RPer, I would love to see a resurgent Dominion/True Way under the leadership of a certain former DS9 Constable.
