Bouncing/Vibrating and Ghosting UI

I searched but didn't find anything exactly like what I'm about to attempt to explain so here goes.

Problem 1 (Semi-Fixed) - The power tray was vibrating/bouncing up & down. This was sort of fixed by changing the UI scale and then back again. It randomly bugs again after a game restart.

Problem 2 - This one is going to be fun (sarcasm) to explain. Alright example time. I'm trying to do the Duty Officer Event. I go to a particle and scan it. If I get the particle that I can collect, it then gives me 2 options to click depending on what the particle is doing. The click-able select window is OK. However the text that tells what the particle is doing is not. The text and time meter bar is bouncing/vibrating like the power tray was, and there's a ghosted copy of it overlaying itself. It's all but illegible making it rather difficult to figure out what it's saying so I can complete the task. At this point I'm giving up on the Event as looking at the vibrating ghost text is giving me a migraine.

Now I tried to get a screenshot of it. That didn't work, the screenshot is only showing me one instance of the particle text and wouldn't show the bouncing either way. I don't have Fraps or any other video capture software unless something came with my video card that I've totally overlooked. I could stream to twitch but given my upload rate is crippled by Verizon the quality is garbage. If you have other ideas let me know.

What I've tried = Different resolutions, different graphics settings (highest to lowest), changing UI scale and compact options. I've tried changing Verticle Sync and all the different AA settings. And I tried all versions of DirectX. All the while restarting the game after applying the changed graphics settings. Nothing fixes it so far.

Graphics Card = EVGA NVIDIA GTX 750 TI SC (Latest Drivers)
I've played pretty much all the latest game titles at their highest detail settings without any issues, framerate or otherwise. So I think the card is more than enough for STO.

If any Pest Control Devs need anymore info let me know. And if anyone else has any ideas feel free to chime in.

    I have had this issue for quite some time. It's difficult to describe. On the UI if there is more than 1 In-Progress Mission the wording moves up and down. If you place the cursor over it moves much more rapidly.
    At Starfleet Academy during the particle event i noticed the same ghosting effect. It keeps rapidly moving as if there are 2 UI boxes switching back and forth on top of each other.
    I am running 2 AMD 7870's in Crossfire. I have also recently re-installed the game to an SSD drive and the issue still persists.

    I've seen windows do this on the desktop, was a bad connection for the monitor. Have you tried a different cable/different
    monitor?

    If it isn't doing it anywhere else....I'm not 100%.

    All I got for the symptoms your having

    So far the only time I've ever seen this happen is that particular in-game text in STO. I spent this afternoon running various missions across my alts and I have yet to see it happen anywhere on anything else. But it's 100% at KDF or Fed Academies with that particular text. And I have definitely never seen that in any of the other games I've played.

    Not that it helps anyone, but I'm glad I'm not the only one. At least I know it's not my eyes.

    Have you tried a repair tool on sto or a dreaded fresh install?

    I have the same problem

    ATI R9 270X , latest drivers

    Resolution 1920 x 1080 .

    I will try the UI scale but I was wondering if it was the resolution that i am using

    I hadn't tried the repair tool, but now I have and it didn't make any difference. I'm not going to bother with a fresh install as the repair tool found no problems. The only oddity I found with the install is the pre-patch folder is full of files from the last patch that it never deleted. I'm about to delete those since afaict they're no longer needed. If that does happen to break my game then I guess I will end up doing a fresh install after all.

    I have this same problem. For me, it is any text box that has a slider for scrolling that does the bouncing. I fixed the mission tracker by simply stretching it to not need a slider. i can't find a workaround for the dialog boxes so it is making foundry missions unplayable. It started after one of the July patches for me. Hopefully this bug gets worked out soon.

    My graphics card is a Nvidia 680 GTX.

    I've noticed this shortly after they changed how the mission tracker behaves. When they made it so that hovering over the bottom part expands it, and hovering over the top part expands that. It was shortly after they did that change that i started to notice the other issues. The text on the mission tracker goes up-down-up-down constantly. I noticed the same thing this weekend when doing the particle scanning. The exchange UI does it too and that actually makes buying stuff kinda fun. I know that there are two other UI elements that go rapidly up and down as well, but i didnt pay much attention to it when i saw it. I just know that there are two more in addition to the ones i already mentioned.

    So yah...been around for a while, so if we do get a reply it will be the standard "it's a known issue". Maybe once the whole screen starts doing the up-down-up-down to infinity *then* we'll get a fix for it.

    This has always existed for as long as I've been playing the game, but seems to have gotten a lot more frequent since the s9.5 launch. I run at a fairly low resolution (1280x1024) with the compact UI option and thought that might be why, but it sounds like it's happening to others running high resolutions.

    Despite noticing it becoming more common after 9.5, the UIs that were updated in that patch are fine. It's mostly the mission tracker and contact dialogues that are affected.

    It's happening frequently when you have more than one current mission in the list, like the Tau Dewa Patrol Daily and the Tholian RA Daily.

    Also the Epohh girl on New Rom has the same problem when you have the fill list of options available (store, tagging mission, research mission etc.) But it seems to go away once the 'Tagging" mission is 'greyed out" and on CD ...
