don't know if one exists for ati, but alt drivers/tweakers (google for them, something like amd/ati graphic tools/tweakers) usually have a way to force max clock, either globally or for individual apps/games.
i thought this prob was confined to nvidia it would randomly underclock (power conservation scheme, though the detection to see if something was running that needed max clock was wonky) while playing several drivers ago. msi afterburner and forcing full speed stopped that.

I might try afterburner, thanks for the heads up. hwinfo64+Rivatuner statistics server provides overlay, and its possible to show statistics without alt-tabbing.

I have it open on a second monitor when in the game and it'll variably clock up to the max on my 270X.
If I alt-tab out of the game, it sits around 300 or occasionally flashes to 450.
