Before season 9.5, you could level a character fed side without firing a shot by doing the non-combat exploration cluster missions (easy to know which was which if you had done enough of them) and/or patrol missions until level 4, then History 101/102 dailies to 11, then doffing the rest of the way.
Today I made a new character to see if I could figure out away to get to level 4 without firing a shot after the removal of the exploration clusters. Skipped the tutorial. Cannot recall if the Boothby accolade gave XP, but did it first anyway, as well as the three equipment missions before your offered Stranded in Space. Did Beytan and Pellme System Patrols (peaceful). Now I am stuck at 14,286 skill points, with 714 needed for level 4.
Anything I am missing? Keep in mind that while a mission may involve no combat, I may not have access to it at this low level (like other sector block system patrols). I could do it again with an XP boost on.

You could always wait until the winter event then anniversary event to try and gain enough xp, or just team up and let somebody else do all the shooting until you can do doff missions

Well I suppose you could do Duty Officer missions for peaceful leveling... And there are still a handful of non-combat missions out there.
But to get to Doffs, I need to be level 11. I can get from 4 to 11 peacefully (though slowly) by doing History 101/102 at SFA. However, I need to be level 4 to have the History missions open up.
You must have the patience of the century to level 1-50 via non-combat missions.
Its not that bad, not my only character of course. I leveled my first VA almost exclusively through exploration cluster grinding, and another 50 on Tribble the same way testing the doffing system when it came out. Got to know what kind of mission it was going to be as soon as the first dialog came up on the screen.
That said: Wait for x2... Chances are there will be non-com missions in that.
I wouldn't bet on that. They're not bringing exploration back. They removed diplomacy. They actually have reduced the available DOFFing content after 9.5. They commented that some of the expansion content is being held back for after release.
I just am not hopeful that the status quo of 9.5 will change much at all in terms of non combat options.
Have you done the diplomatic mission on Vulcan? That should earn you a little more XP. Pretty sure that one's available right away, and doesn't involve combat.
There's helping Brocal (sp?) on SB-39 with the Trade Conference as well - but I think you need to be a certain level or distance along in the story chain to get that one. A few on DS9/Bajor, but almost certain those are level/storyline locked.

Nitpicking is a time-honored tradition of science fiction. Asking your readers not to worry about the "little things" is like asking a dog not to sniff at people's crotches. If there's something that appears to violate natural laws, then you can expect someone's going to point it out. That's just the way things are.

It's kinda annoying really that the Dyson Sphere and New Romulus are locked away until the endgame since both offer all sorts of non-violent options for experience. Even STFs are possible, just turn up in a full support ship and spend time tanking and healing, and leave the DPS to everyone else.

Yep, just tested "Ancestral Sin", one time mission and not enough to get me over the hump. Looks like two Foundry missions from Kirkspalt mentioned in the thread coupaholic linked will do; if you wanted to do it on pure Cryptic content, then you will need to do what I already mentioned on an XP boost.

You are quite right, every captain would have tactical training at the least, but they may not have the need to use it. I suspect many captains in canon are like that.
I am not trying to be a true pacifist; I have made a Vulcan tac that will be a true blue isolationist, and will never be in a ship that's not a Vulcan design or a class with a Vulcan name; trying to see the best a D'kyr can do damage wise will be interesting.

These missions were found by searching "non-combat." It is possible though that an author labeled it non-combat because it was 95% story, with one fight thrown in. So, I can't guarantee that you won't fire a gun.
As far as "not needing" to fight before you're a captain of a starship? I seriously doubt it. Starships are a relatively rare and expensive commodity involving Billions of dollars of development for each one -- if they still used money, that is -- and of the thousands of starships potentially available for new captains, there can be BILLIONS of potential captains on countless Federation worlds waiting for their chance to command one.
Only those that stand out will be given command. Only those that have the extra-curricular on their V.C. will be given the promotion.
In short, when you have a guy that's been through battle and come out the better for it, and you have 100 guys that never have set foot in space, which would YOU prioritize for promotion?
It's somewhat Darwinistic in nature. Those that HAVE the capability will have PROVEN they have it in some way, and will be moved into the fast-track.
Thus, IMO, no real captain would reach captain and be given a ship without a minimum level of direct experience.

It actually wasn't that bad... The Exploration sectors made it possible, though obviously it took more time than running the regular missions.
