So, can we all agree then that there is no place to get z-particles without being subject to a RNG and therefore have no guarantee that it will drop the particles we need?
because every single purple upgrade in the game costs rare mats that cannot be reliably farmed in the game without gambling.

Doff assignments mostly to be honest, but don't ask me where I park to get those missions, or how long it took to get the quality of doffs and the doff mission type tier needed to give the degree of success needed to get the good stuff.

That's okay, this is knowledge that I am happy to share if you won't.
Aside from queue rewards, I get the overwhelming majority of my mats from doffing assignments, and I cannot recall the last time I ran out--even when grinding out large numbers of sup upgrades.
To be specific, what you want are the Scan (Sci) and Analyze (Exp) assignments that appear in your Current Map tab. These are short-term assignments with durations ranging from 30 minutes (e.g. Analyze Unknown Alloy) to three hours (Analyze Alien Database).
Each of these assignments has a specific Common or Uncommon mat associated with a Success outcome--for example, a normal success on Scan Data Stream for Exobiological Data will reward you with 5 Tritanium, which makes it a really good one for low-level toons to farm.
However, on a Critical Success these assignments will not only reward 10 of their associated mat instead of 5, but will reward you with 2 Rare mats selected at random.
That's right--even the 30-minute Scan/Analyze assignments will reward you with two rare mats on a crit, every single time.
Unlike some of the location-specific assignments, there is no "right" place to park to find these. They appear in pretty much every sector, and even in system zones like Sol and Defera. I queue up as many of these as there are, starting with the shortest first (that way your best doffs come back sooner). Then I take the five seconds necessary to move to the next sector "block" and pop some more.
The key to farming and reliably critting these assignments is the right doffs, and fortunately most of them are easy to come by. Most Sci doffs are needed for one or the other, but in particular the following doffs are worth stocking up on:
Astrometrics Scientist
Gravimetric Scientist
Development Lab Scientist (can get expensive for obvious reasons)
Research Lab Scientist (ditto)
Also worth getting:
Sensors Officer
Energy Weapons Officer
Systems Engineer
Get them purple if you can, but blue is fine. What's important are the crit traits--you want Eidetic Memory and Logical. The nice thing is that there are NO fail or disaster traits for these assignments, which means that all those doffs that tend to be cheaper because they have Stubborn, Unruly, or Unscrupulous? Totally okay here!
