Going by the last few years it will be a TRIBBLE take of a grind to upgrade stuff even the lobi store stuff they think grind is good cos we the players put up with it. But i for one am not rushing to grind stuff ive only just got one char to T5 in the latest rep n im a daily player im bored of the 2nd job that sto has become.
I assume there will be either a Breen Reputation or a Breen Lockbox at some point in the future (after they run out of Delta Quadrant races, I guess), which would include the upgrade to the Breen set. That seems most logical. But it's probably going to be a while.
I would think the breen upgrade is retroactive to anyone who owns a breen set just like aegis.
It also seems likely, in anticipation of players wanting to farm this set, we see a featured Cold Case rerun, allowing us to also procure the breen BoFF for our newer characters .
Aegis never fully upgraded so we do still have two different sets. If it was fully upgraded it would show as having a MK and being bind to account on Equip rather than Bind to Character. No reason to believe this would be any different.

It could still use a Mk XII-XIV upgrade, though. And a revamped shield texture, since the current one is pretty ugly.
