We should be able to add the phase cloak to any Federation Starship. The phase cloak from the TNG episode "Pegasus" would make a great addition to the game. Starfleet probably locked it away after the episode, but with the destruction of Romulus the treaty that forbid the Federation from developing cloaking technology would become null and void would it not? If the Gal-X and Defiants can equip regular cloaks, science ships should be able to research a phasing cloak which would be even more effective in terms of stealth. I would make it an item researched at the highest level science school.

Unfortunately true. Unless the Romulan Civil War ends up with the Republic claiming all Romulan territories, the Romulan Empire still technically exists as long as they have a government and a population governed by them.
Even so, convincing the Federation Council to permit R&D for cloaking technologies of any sort is going to take an epic uphill battle against red-tape and policies that have been entrenched for generations.
