Ground set powers have two copies

Some ground sets have their powers listed twice, and they have the active abilities actually twice - the player has two independent copies. The integral modulator doesn't even have a global CD so players can remodulate every 5 second.
Affected sets are MACO/Adapted HG, HG/Adapted MACO, Omega, Jem'Hadar, Crystalline Nanofiber Shell. The Conter Command and Dyson sets look fine. As for the other two Nukara sets, I can't say for sure, as I don't have them, but based on their tooltips they're affected too.

RnD and upgrade needs less RNG. Less lottery. Something has to change.

    Confirmed, I have this too with the MACO set. I have two remodulate skills and two shield regen skills.

    same issue with me

    I only actually slotted one power at a time, didn't realize I could use two.

    Wouldn't bother to anyway.
