crafted tactical consoles

so i've made some prefire chambers for my low level alts, and for some reason, they cannot equip them. at all. even if they're higher level than the console calls for.

which brings me to another point: none of the crafted items tell you what rank you need to be to use them.

    two alts, one is now a commander, and i made a mk IV and a mk VI, neither of which she can equip, and the other is a new character i just made last night, a lt, and the console is mk II
