I put in a ticket for this, it seems no mater which sector I go to, or what DoFF assignment I choose, if it's Rare, takes 3 hours and requires 1 sci officer and 1 'Any' officer, I cannot start the assignment.
Doesn't matter whom I choose or what traits they have, or if I let the UI autoselect, the 'begin' button stays greyed out and I can't start the mission.
I have been spamming Sci/Explore missions for R&D mats, and certainly didn't have this issue before the update today.
The only things I can think of are that there's a specific type of science DoFF required, but I have tried quite a few of them, and the assignment itself doesn't specify anything other than Sci. Or maybe the reward is something not possible, like maybe the new update rolled back the rewards and since it can't give me old data samples, it just makes the thing impossible to start?
Anyone else having this problem or seeing it occur with other 'departments'?

This is only affecting one of my characters. It's a Romulan, Level 30 (my only non-lvl 50) Engineer, Fed side. Doesn't matter if I choose Romulan or Fed DoFF's, or ReLog ~ The result is a grey button and I cannot start the assignment.
I was having that issue as well with my Fed engineer character even before today's update. I also still have the issue with assignments at -100 hours that cannot be aborted with my KDF characters, which happened after the new assignment UI. The new UI also constantly glitches out by showing the wrong people and wrong requirements on lists of assignments - like showing two entertainers required for attacking a freighter.

I almost had a heart attack when I saw 3 purple KDF officers used in "forced labor". And yes, luckily it was only an UI glitch.

I'm also encountering this issue on my Level 21 KDF and Level 32 Fed Engineer. It does not matter if I have available doffs that the system tries to autoselect, I cannot begin the assignments. The common assignments work fine.
For what it's worth, it seems that on my 2 level 50s, this problem is NOT happening.
I am getting the same bug, also on an engineer toon. No rare or above exploration missions that involve getting mats seem to be working. The start button is grayed out. Also I have done all common ones I could, even when finishing with a crit I got 0 zero materials with my engineers. Wish they had worked the bugs out BEFORE they went all bunghole with this new system. I bet its all working as intended though. Thats their answers for anything these days.
I am also encountering this with my level 21 Starfleet Engineering officer...always on the missions where items are a guaranteed drop, of Uncommon and Rare quality. I am not having this problem on my 51 character.

Will do. To be honest, I thought this was working as intended when I realized it was only affecting my new character, and that uncommons became available as I leveled, so I never even thought to report it.

That's weird, that one has been working for me. I've been running all those scanning ones every chance I get.
On my KDF and ROM toons (both which only just unlocked the R&D system), any assignment that rewards crafting materials has the "Begin" button greyed out if the assignment is Uncommon or greater, regardless of my meeting all shown starting requirements.

The first mission in the Caitian chain on the KDF side was bugged for me for the longest time, but works now.
I am having the same issue with all the 1 hour+ DOff missions for crafting resources on my level 28 Fed Engineer who meets all the listed requirements while all my other toons (10+ capped) can run them no problem.
It looks like this is a UI display issue. These missions have level requirements and so shouldn't be seen by characters too low level to start them, but they are being seen. For example Analyze Signatures for Residual Photonic Technology has a minimum level of 36, but is being seen by characters of less than level 36. That's why some have reported being able to start the assignments without difficulty.

Level 32 character, Uncommon assignments working, Rares not.
Level 22 character, neither the uncommon or rare assignments working.
All characters have doffs that should be able to complete the assignments, and these assignments were working pre-9.5, as far as I know.
Characters affected: level 50 Fed, level 50 Fed Rom, level 14 KDF, level 14 Fed Rom, level 38 Fed
