My personal opinion: If something digital, that may shut down tomorrow, is so important that you need to spend real life money for instant gratification, then yes, you should buy them.
Me personally? I am here to have fun, not to suck my wallet dry... I'd much rather be better, than taking shortcuts.
But others will tell you otherwise, and in reality, it's something you're going to have to decide for yourself.

My bet is on the C-Store for how to obtain them...
They drop from the Xindi Boxes........+10 skill ones aer about 120k each on the exchange. they work the same way DOFFs do, only they last for one crafting assignment only. They are a boost to effective crafting skill level. Therefore they raise your chances of getting a VR/Rare item

Cannot be re-used, they are consumed after 1 use.
the number is about 5% increase in chance of VR. (for the +10)
Also good to know is that you can slot 2 catalysts per project
EDIT: Therefore the +25 catylsts should give +12.5% chance of VR. If you have a school maxed, and a VR DOFF slotted, adding 2 +25 catlysts, would guarantee a VR result on a MK XII item
EDIT 2: I will buy and transfer 2 of them to tribble to make sure, but im 99% sure on this

there is also a +50 catalyst as well, so if white =+10, green = +25 and blue = +50, one wonders if there is a Purple catalyst and how much it theoretically would boost it.

Where does one find this assignment or mission or whatever? I ran all over Starfleet Academy looking for this and could not find any assignments or mission givers for anything related to R&D. Do I have to first achieve a certain level in one or more of the crafting schools? Is it something that's actually under the R&D tab that only shows up when you're in Starfleet Academy? Is the officer who gives this out hidden behind this or that building?

1. Go to Starfleet Academy
2. Go to where Lt. Ferra is located (Circular bldg. inside the glass enclosed oval)
3. Talk to the "Personnel Officer"
4. Choose "Submit Request for Personnel"
5. Choose "Request R&D Assistance"
6. Pay 1000 dil to start the mission.
7. Wait 48 hours for completion.

I'm trying to figure out as a practical matter what they do and how much does your crafting benefit from using them.
A chance... How much of a chance really depends on your own Duty Officers and skill, so thats about as precise as anyone can get I think.

I suppose in a way....i opened 15 boxes using EC, but technically yes. Although now they are easily obtained on the exchange.
I thought that you were saying the R&D Packs were the only way.

You can collapse the Lock-Box and RnD packs into one: C-Store...
And TBH I think you can turn that up to 99.5% considering no one I know spends those 1000 Dil on the Academy thingies (too poor rewards vs cost).
