Cryptic has been effectively killing PvP for a very long time. They don't give a **** about you or PvP, and you shouldn't give a **** about them or their ****ty game.
PvP will never get better. Cryptic will eventually assign one guy to fix it (on top of his other duties no less) as they have done in the past. Doing so opens that employee's eyes to how ****ty the company he's working for really is, and that dev will promptly leave Cryptic for greener pastures without making any positive contribution to PvP. It's happened before, and will happen again.
i've been playing war thunder. it's not trek, but it's not the current asian version of trek either. [which has turned me off of sto btw]

i logged on a week or two ago... it was just a mess of lights. i don't like what sto has become.
it;s far from star trek. it's not changing though, they are a chinese company and following that game model.

And its this - don't expect much / anything of value to changed... That way you wont be disappointed
It is what it is, which is kinda a Joke - so your left with 2 choices. Either lower your expectations of STO ever having meaningfull PvP... Or, as Fonz said find another game.
Star Citizen is close to 2 years away so unless you wanna help Alpha / Beta test you wont find any solace there. That said there dev team are really making a point to get player feedback in the development process.
And believe it or not are very much listening to their community an working with them.
So take from that what you will.

I am done 8 accounts spent 0 this month usually bye now i am over 100. fact is i am so fed up with a2b and entire speal i am done. i downloaded star citzen. sick asking a question and being trolled out sick of constantly haveing team quit or go afk.
Further wtf i havent seen a season 9.5 all i seen is some xindi TRIBBLE wtf is this, is this what we are calling a season?
Crafting pvp and all other aspecs of the game they changed so much its stupid. I standed bye the devs and defended them on allot of issues but this season has been the worse i ever could remeber.
23 disconnects during pvp matches today alone with a phiber connect i wonder why no one pvp's lag bots and super macro. Circulated bye large fleets. no point no way u can win agianst some who use's these new super macro's they have now in combo with the a2b and the warp core keal doff set up its a rap.
Cryptic is essentially killing GROUND PvP. Lol look at the Motivation. What if they shall make those kind of ability modules for space and ground was only a testing ground.
