Unable to train Bridge Officers

Character is a Female/Science/Romulan

Problem:

When I double click a Boff Candidate I am never given the option to "Train" my any of my current Boff with abilities from my Boff Candidates abilities.
I have been experiencing this problem for quite some time, and have reported it repeatedly. Also, I have used Zen coins to increase the number of Boff's I can have. Leaving these spaces empty, I still am unable to get the "Train" option.
I have changed ships, tried to "Train" without success. Logged out/in and tried to train, and still not given the option.
My rom toon is the only toon on my account affected by this bug.

    Are you attempting to train Romulan Boffs using Fed/Kdf boffs? If so, then to do this you need to first commission a Fed/Kdf boff into your roster. Just use the cheapest one you can find. Then the train option should appear in the roster for future boffs.

    Had to buy a human tact boff to match the human tact boff candidate, have him join, then use my human boff candidate to train my rom tact roster boff.
    What a nuance!!
