Speech Bubbles

Okay, sorry if i sound like a noob but my speech bubbles are missing from in game chat. I suspect i have altered a privacy setting but for the life of me i just cant figure out how to get them back. Any help is appreciated from the guy on Risa that is color coded to his bird lol

    they only show in the local chat for me..pretty sure that is how they are set up.

    It just seems weird, my fiancee plays STO with me and when we are online together and on the same instance etc. She can see speech bubbles of other people where as i cannot see them. Which makes me think i have made a boo boo :-(

    not sure if dis is correct or not, but could it be a setting in the notifications settings? that little icon beside where you type in da chat box?
