Unable to log in via Arc, Steam, normal

I am completely unable to log in to Star Trek.
I attempted to log in via Arc. My games are gone and the only links to the game available want money. Arc may have posted about web problems...however, their web problems also make it so my mail wont open, I cannot see the message. When I went to messages, there were none.
I then tried to log in via Desktop shortcut direct. The launcher attempts to update...then, I get an error message. "A file was locked that could not be opened for writing." Although I was unable to load last night through Arc, I was able to access through this desktop icon.
I then tried Steam. Again it was a no go.
A little help would be apprectiated...:)
