So I'm using the Alpha Deception Field, by its description the only time it should be greyed out is when you are out of combat, yet I am rarely seeing it light up when in combat, I even thought 'well maybe the enemy weren't attacking me and it goes off that rather than red alert' but no, I let an enemy take me down to 12% and still couldn't activate it, yet as soon as that enemy was dead (the last enemy on the map) it lit up until I went back out of red alert.
It is sometimes lighting up in combat but very very VERY rarely! Please take a look at this please!
EDIT: I've found out what it is, it seems it's unusable while Sensor Analysis is active, is this intentional? It seems a bit of an odd mechanic if it is.

I had to dig it out, had forgotten where I put it because so many things prevented its use...but it's kind of trippy.
While under EBC, it only stays lit while you're blipping. You fire a torp, blip, it's lit, blip passes, it's no longer lit. While not under EBC, it stayed lit the entire time I was in Red Alert. So it's definitely bugged there...hrmmm.
edit: Just saw your note about Sensor Scan...do you mean while you have Sensor Scan active or when somebody has dropped Sensor Scan on you?
Meh, I can check that - the Sensor Scan being used by the person intent on using it. It was fine with me using Sensor Scan, so I'm guessing you meant if somebody had used Sensor Scan on you? It would be one of the several things that prevent use - Confuses/Repels...reason I buried it.

I edited my original post, probably as you were replying:

My bad on my edit, thought you said Sensor Scan not Sensor Analysis. So while you've got SA up on your boat (you're using it, not that it's being used on you) - there's the issue with Feign Death?
Hrmm, that sounds like it is tied into the SA preventing the use of cloak - since the Feign Death is a cloak, the use of SA prevents it.
Just checked it, but yeah - SA up, no FD possible - drop SA, can FD.

Yeah, it was in the April 22nd, 2014 release notes - SA preventing the user from cloaking...
Still curious why it turns off while blipping using EBC...meh, didn't do that before.
I did put Sensor Scan at first and noticed my error. Hmm, still seems a bit odd the way the console words it you just become 'untargetable' rather than cloaked although it is no doubt the same thing in this case, as for EBC I guess it'll be a similar thing it still considers you cloaked in some way... I guess I can live with it, I've just got to remember to turn SA off when using it. then again, you can use the Rom' Rep' cloak and keep SA on to my knowledge so FD should work under the same set of rules as that I'd say, as should blipping in EBC.

Yeah that would make a lot more sense to me!
