I'm having the same problem. It doesn't freeze on me if I alt-tab with DX9/DX9Ex, but it will freeze every time with DX11. I've also tried clicking the minimize button on the top right of the game window (which essentially does the same thing). I've only tried fullscreen so far. I will try in windowed mode and windowed full screen if the option is there and see what happens.
The monitor is 144hz for desktop, but the game doesn't seem to allow above 60hz with this monitor for some reason, no matter that the options to choose the higher refresh rates are there. Whatever I choose, it will default back to the 60hz option for my resolution. All the refresh rates are there to choose from, but it won't hold the setting.
running 1920x1080 resolution through video card's DisplayPort
nVidia 4gb vram GTX 770 x2 in 16x SLI (using one monitor)
Intel i7 4820k 3.7ghz quad core
32gb quad-channel ram
Windows 7 64-bit
monitor and gpu drivers are current
Any other suggestions besides changing to windowed mode? I can always switch back to DX9/DX9Ex, but DX11 is available and I'd like to use it while still being able to maintain normal functionality I can get with DX9.
And I have no issues playing the game in DX11. Only when I attempt to alt-tab or minimize the game while it's running will it freeze up. Does not do this with DX9.
"General Server Stability" means they are bolting the servers to the floor, right? Wouldn't you be upset if Branflakes were to go stumbling into the server room, knock a rack over, and bring the game down for a DAY? SO, they aren't scrwing it up, they are bolting it down.
Alt-tabbing / minimize works without a problem or freezing as long as the game is in windowed maximized setting for DX11. Fullscreen is causing the freezing when I attempt to minimize the game. So that solves my freezing problem.
Also, nVidia's video card settings has an option to override the game's refresh limit so I'm going to use that to push my refresh rate up since STO doesn't appear to work with (or be able to go over) 60hz with my current equipment. My last pc and monitor worked fine on 75hz with STO keeping that setting. Oh well.

Try deleting your texture.hogg files. There are three, located in ~\Star Trek Online\Live\piggs and your gameprefs.pref under ~\Star Trek Online\Live\localdata

Have you tried running the game in windowed full screen and then alt tabbing from there?
