Cannot change away team settings at map transition

While playing a mission on my Romulan character I map-transitioned from space to ground. The "pick away team" dialog came up and I attempted to make an adjustment.

No dice. The dropdown menus for picking boffs were all empty; I couldn't even pick a generic Uhlan.

    I've experienced this too when teamed with other players (both when I was team lead and when they were, neither of us could customize) but I have no idea how to replicate it.

    I've had this issue since S8.5, any time I am in a team I can pick what boff will come with me but not who gets to bring a boff.
