In some systems, ships (including my own) appear very blurry. But it's only a handful of systems. Mostly it appears just fine as usual.
This isn't descriptive at all. What systems work? What systems don't? What ships? Details make it a thousand times easier to figure things out.

Vulcan system space (orbit) is blurry for example. ESD system space is not blurry. Some exploration cluster system space makes it blurry, some do not (I didn't write down the system name unfortunately).

Same thing happened to me in system space. Turned off Cinematic Depth of Field option and it went back to normal.

The minute I read blurry my first thought is Cinematic Focus. Turn it off.
I do not know what they did to the graphics for season 9 but whatever it was it wasn't good.
If something is not broken, don't fix it, if it is broken, don't leave it broken.

Shadows: Off
Dynamic Lighting: Off
Underwater View: Off
Max Physics Debris: lower it
In your case of "fuzziness," the dynamic lighting is probably the culprit. But I recommend playing with the other settings I mentioned as well.
I do not know what they did to the graphics for season 9 but whatever it was it wasn't good.
