Cannot start "Consign prisoners" doff mission on Qonos.

Both my KDF character and KDF aligned Romulan cannot start the doff mission to turn over prisoners. On both "failed to start" pops up. It doesn't seem to matter which instance they're in. This has been going on for several days now.

There are a lot of mission slots and prisoners available. I haven't tried it on DS9 yet because the Romulan character is too low level to leave the nursery.

    I reported this problem, and managed to figure out what causes it, back in September. This is why I was hoping they would fix it; to prevent other players from having the same problem.

    This still seems to be the case as of today. Level 19 char can't start this mission.

    There is also a secondary issue that you can't have "Turn over Confiscated Contraband" active. I had to do the prisoners first, then the contraband.
