They made them hard to obtain by doff mission for a reason, because they are highly sought after and pretty much better than 99% of any other race there is.
That would be fine if they made it any other race but romulans.

Imagine if kdf had to go through the same thing for klingons or feds for humans.
It's not my fault if you feel trolled by my Disco ball... Sorry'boutit.

That's just it, we as romulans can use any race associated with our allegiance, Klingons and feds can only obtain romulan boffs thru a fleet.

Just like with doffs we are at a bigger advantage.

That is all well and good if you want to use your allied boffs. I've been chucking them out the airlock at first opportunity.

If you are playing romulan then romulan boffs are what should come up most allied should be only the odd time.

The mission Evaluate Romulan SCI/TAC/ENG Bridge Officer is found under the personal missions Its VERY(ULTRA) RARE. It appears only in Tau Dewa or Romulan Command. It wont be the same for any two characters It doesnt seem to have any specific CD as sometimes i find it 3-4 times on one character in a 2 day period. If you check hourly as personal missions reset every hour youll have a better chance of finding it I have 6 Romulans parked in Tau Dewa sector all for the purpose of farming these guys Even a level 11 character is capable of finding it. Best traits are Emotional Unscrupulous Cunning. REMONS are the rarest of the rare Good luck with them.

Also getting the trait SRO is not a guarantee About a 47/53 chance

Well if they seem hesitant, you can always disguise them as crew quarters. :P

You are right..the recruitment assignment does pop up in Command Center too. Have done it on each of my Rommies. Just wished I could get a hole of a better quality Reman than green.

That makes sense (just like Carl's worm). Theoretically, the more Romulan Boffs generated, the more SRO boffs will enter the world and that might be a problem or something.

EDIT: There's one up right now in New Romulus Command. "Evaluate Romulan Science Bridge Officer Applicant". It's the second time I've seen a Romulan boff available today.

Well in the end all they did was artificially inflate the value of them into the stupid range... That mission I finally got? Nailed it. Got a purple tac Boff with SRO... sold for 10 MILLION ec inside 12hrs
