With the nerfs, reputation is optional now. You can safely ignore the recycled battleground and the hamster wheel.
don't see why they are "optional" now. you can change the passives on the fly, they will part of different builds. So you should do the rep anyway so you have access to those passive skills.
reps have always been optional, never had to be done, just they have been advised to do them because they are part of end game content.
anyway how is it a Nerf when the skills are buffed, so what u can only have 4 active skills, plus 4 clicked abilities. People have been screaming about power creep, so they fix the power creep, now people scream about not having a power creep?

Yeah imagine that, all we get is new content via grind, not the nifty lengthy mission content some other MMO's create, but than again those MMO's usually charge money for that lengthy mission content, and kill it with RNG grinds.
But in April is first contact day, plus a summer risa event .
S8 could be considered a disappointment if you look at it as what was released that particular day. But over the months they added other stuff.
S9 will be no different.
I don't mind new content being a grind to get new gear from rep so I'll do it on at least 1 character. The summer and winter events should be fun and not boring grinds though so I will probably skip at least 1 of those maybe both this year.
If you grind out new content, it's going to feel like a grind.
If you play what you want to play, when you want to play it, and don't worry about finishing the reputation as quickly as possible, you might actually find yourself having fun.

I hope they finish the earth space dock referb in time, I would hate to be there when the painters and decorators are still working I cant bare all the noise they make and all those smelly chemicals they use.

normally you and I are on the same page, and I agree with you to a point. yes, every game has a little grind in them, except other games try to blanket the grind a little by having more content then just straight grind fests.. like story arcs and playable pvp, and tons of story based missions (with no grind).
sto (cryptic) just blatently blankets its entire game with grind.. you want doffs? grind. you want rep ? grind. you want to play new content? grind. you want a new ship, or trait, or weapon? grind. endgame, all it is is a mindless grind.. oh waite, we want to create a new event.. grind.. there is no end to it..

( a few more months later) well. now we want you to buy the fleet version.. jeesus, I think I have "purchased" the same ship like 4 or 5 times now since it was originally released.. I cant waite to see if we have to re purchase all of our ships again if there is a t6 set of ships released.. lol...

I used to be an optimist and think that cryptic wasn't talking about it to surprise us. And after years and years of disappointment cryptic turned me into a brutal cynic.

Gear cap and power creep are related, but not the same thing.
You currently have 8 space and 8 ground passives, and will be losing 4 of those. So no, you won't have everything, that bar has been lowered by 50% - actually 60% when you consider that you would have had 10 each after the Undine rep.
Mark expenditures are being reduced (the removal of store unlocks saves the equivalent of more than a set piece) and mark awards are being increased through the daily bonuses, which means the hurdles to reach the gear cap are reduced.
The removal of mk X and XI newbie bait wastes of marks also lowers the tier hurdles to reach the gear unocks.
The limitations on everything also create an interesting "build order" metagame where players may skip an entire rep if its passives, actives, and gear won't be used in their builds, or stop certain reputations at tier 2 or 4 if they only want certain powers. And in both cases, they suffer no penalty for doing so.
All of these things reduce the grind and the benchmark for those new players to measure up to established players. It's not addressing the disparity rolled up in ships or doffs that are no longer easily available, but it is sweeping through one whole class of gear and power progression.
So, how, exactly, are new players being shafted?
