if you are a romulan, go scimitar (you don't really need the 5k zen package...scimitar alone is sufficent) or the ar'kif tactical carrier warbird if you like nimble ships more

as a fed, you have a lot of choices. either cruiser or escorts...my favourite escort is the khyzon or charal from the andorian escort package...again the whole 5k zen set doesn't pay out. konsoles are underperforming.
lots of other good escorts too...multi vector advanced escort, fleet escort, tactical escort refit...

fed cruiser would be the avenger, excelsior or the regent...pick the one you like most.

most ships are more or less competitive, but there are a few you should keep your hands off: anything with the name galaxy in it is basically underperforming, though still playable in the right (experianced) hands.
    Go pro or go home

Best overall I've seen right out of the gate, is the Avenger. She can be set up to spam FAW-attack pattern beta-A2b with the best of them or she can be an anti-proton cannon ship of doom(which is my setup).

With the avenger you literally cannot go wrong plus if you pick up other consoles like the cloaking device, or any others can be used on the battle cruiser. I got mine for my main and I haven't looked back since.

Might I suggest the Armitage. http://sto.gamepedia.com/Heavy_Escort_Carrier

Very solid escort, with the addition of a hanger bay. First zen ship I ever bought and I have never regretted it.
It's not my fault if you feel trolled by my Disco ball... Sorry'boutit.

The HEC is nice but you can buy the dominion on the exchange as well and the console is only soso. I own most of the fed zen ships. If you are sci then the Vesta pack is a must. If not then I'd recommend the Regent. The wide angle quantum is a beast on a cruiser. For my money it's the best torp in the game. The rommy beats it for DPS if you park in an STF but when you have to fly WAQ rules. I know the Graviton is all the rage now but I switched mine back out after 2 weeks. And if you can get access to a t5 ship year you can upgrade to the Fleet version for one module.

Plus you get the canister with the regent which isn't bad for a newer player without higher end gear.

Vesta if you like science ships (arguable the best science ship after the Wells)

Odyssey if you want to fly the most beautiful tank in the game

Avenger if you want to blow things up as quickly as possible.
One day Cryptic will be free from their Perfect World overlord. Until that day comes, they will continue to pamper the whales of this game, and ignore everyone that isn't a whale.

As a fellow Fed Tac Officer, it really depends on what you want to fly.

DPS: go Avenger, Charal, Tactical Escort Retrofit, or the Galaxy-X (Dreadnought).

The Galaxy-X will probably be a last resort as it does take quite a bit of skill and is Phaser Focused. And I do recommend getting the full pack for the Anti-Matter Spread and Saucer Separation Consoles. It bumped my Fleet Gal-X from 53k Hp to nearly 65k before adding on Fleet Neutronium [HullHP] consoles. Tactical options are severely limited, however.

Tank: Odyssey, Avenger, MVAE, or Galaxy Retrofit.

The LtC Universal on the Odyssey will allow you some freedom in choices, and depending on setup, can put up nice numbers.

The Avenger is just a beast for the Feds. While it may not be able to catch up to the Beamitar in DPS numbersn it does exactly what it is designed for; Elimination of OpFor and Survivability.

My first piece of advice for this question is... go to tribble. The Zen you buy is copied over there. You can spend your tribble-zen to try out a ship w/o spending your real (holodeck) Zen. Could save you some heartache if the ship you try isn't all you thought it was. (Same for lockbox ships you get on Holodeck, you can transfer toon and open on Tribble w/ no loss on Holodeck)
Sometimes I think I play STO just to have something to complain about on the forums.

The best bang for the buck among cstore ships would be one of the 10 console fleet grade ones (Scimatar for Romulan, Kumari for Fed). Everything else are 9 console sub-fleet grade ships. These 2 also happen to be the highest dps ships in their classes (Scimatar for cruiser class, Kumari for escort class), which fit nicely into the current dps centric meta of sto.

I find myself the Excelsior Retrofit to be one of the best Fed ships in the game and it has that classic look as well. I perfer it over the Avenger as well as it has a little more hull, and if you get Fleet Excelsior, that one has 4 Tac consoles as well. It may only have a turn rate of 8 compared ot the Avengers 9 and cant equip dual cannons and no cloak compatability, but its very solid all around. Also on a slight side note, if you do a bit of DOFFing its Transwarp can save you a bit of time here and there.

Vesta is a 10 console line also the best sci ship out there
Odyssey is a 10 console line
Dyson Sci Destroyers are a 10 console line

The ship is not as important as the one playing it. You could be a poor player in the "uber ship" and do poorly compared to a good player in the "average" ship.

I have the Vesta line and I love it, I do not regret buying it unlike the MVAE I purchased before then.

Honestly, for the most part, a ship is a ship is a ship, so long as you buy one that does what you want it to do.

I.E. Don't buy a Galaxy-R and then complain it doesn't do enough damage. Don't buy a Kumari and complain it can't tank.

Other then that, with the right amount of skill and gear, all ships are about even. There are some outliers, Scimmies are a bit extreme for example, but other then that, skill > ship.

People will burn me as a heretic and scream I'm wrong all day now... but as somebody who has $1000's of dollars worth of ships, hours and hours and hours of flight time under my belt, and can think outside the box, trust me. Fly a ship you like, not the "best."

For every bonus one ship has that you kick yourself for not having, there is somebody else using it wishing they had what you do.

    Gospel.

I used to fly all cannon escorts because that's what ruled the roost but found I didn't like them as much as beam boats. I've switched all but one toon over to beams as it feels more Star Trek to me to not always have the enemy in my forward face for attack. I enjoy flying them a lot more and the point of games are to be fun. Shhhh don't tell PW because they think it's to grind...

On Tribble you can try out certain ships (not sure which exactly though), that gives you an idea how they play out.

Generally i can recommend the Odysseys and Vestas for their great BOFF layouts. Both are very good (and very importantly: versatile) ships.

For Damage output you might want to consider a Refit Assault-/Battle Cruiser or one of the many escorts (Advanced and Tactical to recommend here, or the HEC).

    A more exotic ship?
Many will disagree, but due to pets you can get impressive damage output with an Atrox carrier while still maintaining a huge amount of survivability and/or support abilities.

Or the Dreadnought, though that one almost requires the Saucer Seperation console from the Exploration Retrofit (->Expensive<-) to be really great imo.

Depends on what you want, like other said. If you just want to do damage as a tactical captain, you should go with an escort (that you load up how you want).

If you're play style is still more damage focused but you find escorts too squishy, the more DPS focused cruisers (Avenger, Advanced Heavy Cruiser Retrofit, Regent, possibly one of the Odyssey version, not sure which one, Dreadnaught) or science ships (Science Destroyers, Tac Vesta, Fleet Nova) may by preferable.

To me that depends on the ship.

for starfleet designs the only ship getting cannons is the Defiant (although technically not even she had "cannons" in the series, just arrays fired as impulses).

In reverse, pretty much every non-starfleet design on my account, with the exception of the d'kyr uses cannons and no beams.

I think the best ship in the game is a free ship. The Patrol Escort. It's build is so magnificent that it is the model of every high powered escort on the game. Be it directly (Same BOFF Layout) or indirectly (Same Boff Layout (Universal coded)

It's the only reason I fly the chimera. She's just a meatier version of my beloved Patrol Escort. The Kumari the Bug, so on and so forth all of these ships have the patrol escorts God Layout.
Even god rested. No work ethic.

Id go for the Regent. The current space zones and pve mobs favor beamboats to some extend
and the regent has basicly the same laout as the avenger. But it comes with the wide angle torp that makes the use of torpedoes on cruisers a real option.

Another favorite would be the excelsior. With team abilities now independant of each other, it just got somewhat better at dealing with disabled systems, repairs and so on.
I run the fleet exelsior but with the wide angle torp of the regent.
    Cruisers ftw!
