I have one of those in my science ship with TSIII. And anothe rone in one of my tacticals with TSII.
But i never did a search for em. They just came to me trhough assignments or leveling up. So i really dunno if they are hard to find. But if i can get 2 of em without even searching, i dont think they are so rare..
As far as I can tell, the trait superior romulan operative doesn't come on common boffs. A lower quality romulan operative diminishes your dps, not by a lot but it does in theory.
There you have it lol. I'm happy there aren't many traits like that. I'm also happy I don't have to deal with any romulan TRIBBLE.
Actually, since I specifically asked to disregard traits, the answer was 100% accurate.

Ive been looking for a Transfer Shield Strength III BOFF for 3 days now. At the time of this thread I found 3 on the exchange, the cheapest being 20 million EC. I've searched every Fed race, both in the rare and very rare categories.
If a BOFF power is getting rare enough that the prices are going that high then their drop rate needs to be increased. No BOFF ability should be that rare.
Anyone else having trouble finding it?
First off it is available with the reman boff. It has always been a very very rare skill. Second view the boff skills/rarity
Third view the boff skill as it won't show the skills rarity on the boff skill info page hence this is 3rd
(example transfer shield strength)
Fourth see rank of boff skill on the boff skill page for that skill "trained by"(example transfer shield strength "Trained by: Rank I & II: Bridge Officer Trainer, Rank III: Science Officer Candidate" ) it will tell you how you may get that skill. And you may wish to see a full list of ALL boff vendors.
Fifth make a choice from (in no particular order)
1) find someone who can train such a skill
2) find a boff with that skill to commission (use) or train your boff that skill at
candidate person for your faction,
on the exchange*,
ask on in game chat channels,
if your in a fleet ask in fleet chat someone might be able to train your boff for you** or might have a boff with the skill you want on their crew they don't want or on their candidate roster that they can trade/mail you.

*Please note that you should research online/Google for which race of boff normally you faction uses &/or has the skill/trait that you want (if applicable) & that is of your faction before doing this to make it easier to find the right candidate. Special boffs listed by race are listed here & here. One thing you could do is search STO forum posts for the skill then see what people have said if they have a boff with that skill to try to limit your skimming the exchange. I too wish the exchange had a search option for boffs by male/female, skill/ability, trait. However if you've ever search for one you need to scroll through each one to see what skills that boff has. Looking up by race does help narrow your search some. When I say race for your faction meaning a race of boff your character can use for your faction in game. If you buy one that is not usable by your faction then you will be unable to use the boff.
**Please not that faction tactical boffs that are the free ones like kdf=k'gan, fed=Flores, rom=tovan are all unable to be trained by someone else as they are untradeable as are some of the other free mission reward boffs as you level/when you start the game. Lastly if someone is willing to help you with your boff skill training request especially a fleetmate they should do so for free.
Some Boff skill's are not easy to get I know I've totally messed up my rom's skills trying to train a 2nd rank skill but the boff trainer window is up/down vs side to side & I goofed it up bad. We are only human & we all make mistakes. Some are correctable, while other's are not (Tovan).
As for my experience with getting/giving skill training - I have asked my fleet of 500 (FED) 440+ (KDF) & my friends who still play, many are vet's with many characters thus having more luck with training when it's a trainable skill/boff. No one has ever charged me & I've never charged anyone to train either. It's about helping each other especially with such a messy boff system as we all have. I have even been a middle woman for a vet friend as they needed a skill for their own boff they could train on another character. Where there is a will, there is a way!

Well, OTOH, I do appreciate the fact you wanted to make sure I wasn't being given info that overlooked a vital part of the decision making process. If you missed that I asked for traits to be left out, someone else might, too, so they will appreciate that you brought it back into the scope, too.

Wow. Not to sound ungrateful, but why does it feel like I just got chided for asking a reasonable question?
1. It was not entirely clear in your first post what you were adding links for, and over an hour after the post was put up, even if that were on my radar (see my next point) I think most reasonable people would think it was safe to assume you were done. Being more clear would have avoided such confusion. Maybe. Again, see my next point.

Did you also check "Alien" BOFFs? Saw one with TSS III for 16 million just yesterday.

...I have an active purple/female/Fed/Vulcan/science BOff who has TSS3, and what I'd really like is either a Photonic BOff (T or S)... If she can help me towards one of those goals, I'd sell/trade her.
When I say "If she can help me towards one of those goals..." I don't mean I'm asking the 30 million ECs the Photonic BOff goes for, but a stepping stone along the way...
I know she can't be used to train an existing BOff, she'd have to take a roster spot, so I don't even expect the 16 mil they go for on the exchange.
The Reman officer is a featured rerun item, you don't always get it for completing that episode series, except during that specific event.
I have chars that have it, and many chars that do not. There are other Boffs that are like this. You can't count on the Reman for your TSS3 needs.
Really, there should be Boff trainers at different stations across the quadrant, who train different skills. Instead there's 1 at each main hub, which train all the same 'mostly' garbage skills. So people turn to the exchange.
Or something like captain choices for train abilities, so 6 points in weapon specialization lets you train either BFAW 3 or CRF 3 etc...
My guess is that the demand is lower on the KDF side because of a lack of ships that are even capable of fielding it. Not a lot of KDF boats with LtC Sci or better.
I have a KDF toon (Bird of Prey) which I play very differently compared to my Fed toon (heavy cruiser). I definitely rely on TSS 1 & 2 during combat for my Fed toon, it is almost a necessity. However, for the KDF toon I have not bothered with TSS at all, none of my Boffs have that ability. When the shield go down I simply use the "repair hull" ability (forgot what it is called) and when things gets too hot I can use the battle cloak during combat to regenerate my hull and maybe allow "repair hull" (engineering team??) to cool down. Or I cloak and fly away far enough to de-cloak so that I can regenerate my shields enough to go back into combat.
Of course only the KDF Birds of Prey (Escorts) have battle cloak, all other KDF starships only have "normal" cloak which cannot be used to cloak the ship in the middle of combat.

In a world where teams don't share a cooldown anymore wouldn't it be easier depending on what class you are to train ST III or find a Science player who can? Can still get TSS II if you're looking to be a healer.

Don't forget to check the blue-quality bridge officers for desired bridge officer abilities. Some abilities like Beam Overload 3 can be found on blue-quality bridge officers for substantially less energy credits than purple-quality bridge officers.

I must say I am really disappointed in the recruitment DOFF missions, those BOFFs usually have useless skills. Aceton Beam III? Who uses that power?
BO3 is definitely not as rare as TSS3.. saw a Ferengi TAC with it for 660k just a few hrs ago.
