Well, to be fair, if this is a 100 mil DOFF, you could just have sold it and bought 100 mil worth of fleet credit boost pools... that's a ton of bonus FC, way more than this DOFF would get you in the long run.
And since this DOFF is rare, and hardly anyone is using it anyway, I don't think Cryptic will ever fix it...

In fact, a little investigation shows that we have never had the capability of making this Doff work, and that attempts were made prior to the release of the Fleet Reinforcements Duty Officer Pack to remove them from the rewardtables. Clearly, those efforts were not 100% successful, and a few of these Fleet Credit Consultants slipped through.
Now, we could potentially spend several hours, or even days, coming up with a way to update how this particular transaction is executed on the server in an effort to make these Doffs work, but that's not really worth our time and effort for such an incredibly rare Officer (there are literally two in the database, out of the >83,000 individual types of doffs that players possess).
So as an alternative, we're planning to change this Doff's functionality so that it does something else. Something that actually works.
Our initial plan is to change it into a Fleet Mark Bonus Doff - rewarding 1 or 2 extra Fleet Marks every single time you are granted them as a Reward. Since this is not what the Doff originally said it would do, I figured I'd pitch that here before we move forward, and make sure it'd be seen as an adequate fix for this broken Doff.

First off I would like to thank you for recognizing the fact that this doesn't work and posting in this thread.
I can see how the problem would be complex to fix in its current state and how reengineering the doff into a FM bonus instead of an FC bonus would be more in line with how the other consultants work.
Personally I would be fine with the proposed fix, assuming that it will effectively replace the doff that I and others currently own and work in space as well as on ground. Also I think it would be nice if the existing ones of blue rarity were upwards scaled to purple to help smooth over any tensions that would take place in this transition. As Ujam stated in this thread his doff costed him 100,000,000 ec and we bought this doff for a different proc, but that proc didn't work, so an upwards retroactive scale shouldn't be too much to ask for I think.
I do have some questions about how this new doff would be implemented for future usage. Would it be retroactively be added to the fleet support pack and corresponding minipack? Would it exist in nature? Would it be put in a new pack that has yet to be released? What kind of timeline would we be looking at for any of this to take place.
Anyways I would like to thank you again for being open and honest with us with regards to this issue. This method of communication is optimal for feedback.

In my opinion you should by all means spend hours/days to update this doff to the way it was originally intended, assuming that's possible. Please hear me out why.
Earning Fleet Credits is becoming more and more difficult lately. For bigger fleets that have finished building all their holdings this is especially an issue, as the only way for dozens or even hundreds of players to generate FC are those 30min projets, which still aren't enough considering the cost of many fleet items or services (125k for purple doffs, 150k for doff slots etc.). Not to mention, those ridiculous, pointless and overpriced Mine/Embassy/Spire Provisions...
If you (Cryptic) have no immediate plans to address this issue (other than introducing yet another fleet holding...) then giving players a doff that would increase the amount of FC obtained would be a great and desireable solution.
I agree there's no point fixing it if there's only two KDF doffs of this kind in the game, but if you could make them work properly then you should introduce more doffs of this kind to the game - put them in a new doff pack, starbase vendor, or (at worst) a new lock box.
But if that's not an option then at least know this - a doff generating more FM would essentially be pointless. FMs are not an issue anymore for anyone who's playing the game at the endgame. How exactly several FM would be benefitial is anyone's guess, considering how easy they are to come by even without any bonus pools (PvE missions, weekend events, No Win Scenario, Doff missions), yet difficult to spend (mere 500-600 FM per 30min project for the whole fleet).
If anything, I would rather see a doff with an active roster power that DECREASES the cost of fleet credit items, even by a small amount. There already are doffs that reduce the cost of Operational Assets - I would like to see a similar doff for other items available in fleet stores. I thought of this as well but I suspect the problem would come from what happens when you unequip the doff. They probably don't have code for removing credits from the bonus pool in any way other than the normal payout. Plus what happens if you also use a regular bonus pool item? They'd have to create a second, invisible pool just for this doff so it wouldn't interfere with regular pools.

This would probably work better. Have it automatically refresh the buff once every 30-60 minutes, on on every map transfer like the fleet transwarps, as long as the doff is equipped. If it's unequipped then you'd probably get the remainder of what time is left before it expires.

Would you also increase its drop rate from its respective doff packs to normalize it with the other doffs in those packs? You mention that you guys tried to cull it entirely from the drop table (and almost succeeded) so I assume that its drop rate is significantly less than the other ones from that pack (only 2 entries out of 83,000+).

If there's something that appears to violate natural laws, then you can expect someone's going to point it out. That's just the way things are.

Add to that the starbase doff missions that allow you to exchange excess of CXP for 75-100FM, no-win scenario, defera, as well as events, like the recent Mark event, or the upcoming Foundry Event (bonus Mark rewards). Can't say it's difficult to get marks if you're actually playing the game. Getting FC on the other hand is a different story.
And even if some really small fleets of more causal players struggle with their projects, the idea presented by Borticus still won't help much, if those are really going to be mere 1-2 bonus marks, and not a percentage-based bonus (unless I'm missing something). I mean, getting 1-2 bonus marks out of 50-80 mark mission is still worthless, and I would rather use that active doff roster power for something else.
Oh yeah, that's another case - earning FM requires you to be playing some content, which is mostly combat based, aside from doff missions. And sacrificing a doff active roster slot for a couple of bonus marks is simply a waste, in my opinion.

I really like the idea of extra credits earned, or credit costs reduced. For me the credits was the main appeal in this doff. This being said I am not completely opposed to a fleet mark doff, but like others said in a lot of fleets this wouldn't be as beneficial. I think that there is middle ground here.
Somehow make something that can get players who currently have this doff bonus credits whether it would be fixing the doff, making a consumable or specialized pool, or some idea that you yourselves come up with. Or make a doff that reduces overall fleet credit costs on everything.
In addition to the above proposed solutions, make a fleet mark consultant that would work the same way that existing ones do.
In this scenario, everyone wins. People who want the extra credits or a lesser cost on credits which essentially balances itself out, will get what they ultimately desired and most likely purchased the doff in question for in the first place. However at the same time people who were more thrilled about an alternative fleet mark doff would be satisfied as well as they could obtain what they now currently desire now that the idea has been pitched.

I'm in 2 small fleets. One has four sort of active players and me. We are tier 2 with a tier 3 shipyard. Fleet marks are a major hold up. We have been working on the starbase for going on a year now, on and off. The biggest hold up is the lack of fleet marks. I really don't want to spoil my enjoyment of the game by doing nothing each time I log on but running fleet actions to grind marks for projects.
The second small fleet, the only active players are me and my son. We haven't even bothered to start the starbase just because I want him to play for fun and not worry about having to 'work' every time he logs on. Right now he's having a blast hunting dinosaurs (he's twelve).
Other than the aesthetics of a nice base, at this point I'm pretty much not caring about advancing the bases anymore. There are enough large fleets that are tier V and III on everything that when I want to try something I just jump fleets for a few minutes and pay for access to their stores.

Somehow make something that can get players who currently have this doff bonus credits whether it would be fixing the doff, making a consumable or specialized pool, or some idea that you yourselves come up with. Or make a doff that reduces overall fleet credit costs on everything.
In addition to the above proposed solutions, make a fleet mark consultant that would work the same way that existing ones do.
In this scenario, everyone wins. People who want the extra credits or a lesser cost on credits which essentially balances itself out, will get what they ultimately desired and most likely purchased the doff in question for in the first place. However at the same time people who were more thrilled about an alternative fleet mark doff would be satisfied as well as they could obtain what they now currently desire now that the idea has been pitched.
Bort, I would really like to see some interaction and dialogue between devs and players/owners of said doff in this thread. I understand that you would need some time to review said proposals and determine feasibility and cost effectiveness of them, but I hope that you do give some type of feedback with regards to our ideas.
I'm in 2 small fleets. One has four sort of active players and me. We are tier 2 with a tier 3 shipyard. Fleet marks are a major hold up. We have been working on the starbase for going on a year now, on and off. The biggest hold up is the lack of fleet marks. I really don't want to spoil my enjoyment of the game by doing nothing each time I log on but running fleet actions to grind marks for projects.
The second small fleet, the only active players are me and my son. We haven't even bothered to start the starbase just because I want him to play for fun and not worry about having to 'work' every time he logs on. Right now he's having a blast hunting dinosaurs (he's twelve).
Other than the aesthetics of a nice base, at this point I'm pretty much not caring about advancing the bases anymore. There are enough large fleets that are tier V and III on everything that when I want to try something I just jump fleets for a few minutes and pay for access to their stores.

having opened a 200 marks choise box on ground and in space i got exactly 200 fleet marks.
KDF Zero Zero on ground duty with changed discription.

Got 59 fleetmarks on fleet alert and 60 for CSE (received in space).
