I have built my 2 free load outs and when I switch from 1 to another none of my Tac officers get placed , is this a known issue and if not well I am letting you know now. In general, we cannot reproduce this issue. If you let me know your character's name@handle (feel free to PM me if you prefer), I can get a copy of the character to try and track down the problem.

Remember that bug that was introduced into the game shortly before the launch of LOR? The one where bridge officers didn't load properly? The one that caused them to be replaced by generic npcs in bridge maps? It is causing this too. Many of the symptoms have been patched but the bug that caused them was never addressed.
How to reproduce: Set up two loadouts, make sure the second loadout has different boffs than the first.
Go into a ground map with a boff landing party, like New Romulus. Make sure the boffs of the second loadout are not part of the landing party.
Beam back into space, hit U to open the status screen and switch to the second loadout. The boffs that weren't part of the first loadout or the landing party will likely fail to load properly.
Going into a ground map with your bridge officers is messing with them somehow, has been happening for over a year and it will continue to mess with a lot of things until it is fixed.

The main symptom of new ship load system bug is its inability to actually save load outs in the first place . Rendering utterly useless.

Please note that that after each ship load out saving process has been completed I receive the following message on screen: Equipment, tray configuration, and duty officers saved to the named ship.

My character name and at are as follows insta@gatsie. If it helps I am using the Bo's that I bought from the embassy they ( my tacs ) are all the same one just different names. It is the rare tac with superior oprative trait.
My loadouts have been working pretty well so far (except for Set powers losing their place in the power tray, which I know is a known issue), with one exception:
When I switch to my Odyssey Tactical Cruiser and equip my saved loadout (I only have one), the game correctly equips the entire loadout except for the Ensign Tactical boff slot. Weird.

Another bug with loadouts is that the tray is not reloaded when there was a change in the order of the ship list (add, rename or remove a ship).
It seems that for loadouts it is the same bug as before: If you change something that affects the order of ships in the list the tray configuration is no longer correct.

I'm experiencing a different bug with loadouts, when I try to equip any of my saved loadouts the only thing that happens is that my boffs get shuffled around and then put in the stations they should be. Anything else is left untouched, making this entire system essentially useless to me. Is there a way to get it working that I'm missing?

So this is what happens , when I switch from my first load out to the second the tacs do not get slotted but when I slot them my self it then shows the name of the load out also when I switch back to the original loadout it fills in correctly. This happens in any map that I go into. Please keep me informed , Thanks

Alas, it happens on ALL my characters including new ones, so I don't know what's missing here for you to reproduce this. Going on a ground map with a boff landing party just messes them up.

Eureka! I've gotten this to reproduce. I need to do some more testing to narrow down to a consistent repro case, but I suspect that either switching ships and/or characters to be part of the equation.
Its probably too late to be of help but My character Temo@ctcc42 has regularly suffered from boff issues. A lot of the time STO forgets which boffs are ment to be assigned to my small craft stations, beams down the wrong away team or forgets which boffs go in which ships when I change them
I also have found that my loadouts do no always load all of their associated boffs.

And yes, it's a known issue. Here is what I think is happening:
It's all about timing (aka, sloppy programming). Boff stations, tray-layout, it seems the info for them is being sent to your game client in an 'UDP' kinda style (just broadcast, don't confirm). For ppl with a good connection, this means there's hardly ever an issue. But even the minutest lag will cause wrong boff-seating, erroneous tray-settings, etc.
Now, these wrong settings are caused by another, underlying issue; namely, that the game annoying 'guesses' what should be there, in case an entry is missing; hence, tray is being filled up with just randomly chosen abilities. And, from that point on, it's immediately too late to rectify, as the game now sees this as your current tray/boff seating.
They kinda fixed the department heads issue earlier on, along the lines of what I suggested: you often see a small delay until some department heads are actually un-grayed out. I believe their 'solution' was to simply hold off on the random-filling up stuff a bit. In practice, this just means your department heads load properly now.

Its been a while since we have heard anything about this one. And its still not listed in the known issues on the patch notes.
It would be grate to know what crypticfrost thought the problem was.
Even if the powers that be cant spare the time for him to fix it, it would help if we understood the bug a little more. Like living with an incurable disease, at least with a diagnosis we could manage our condition.
just wanted to add that I am also encoutering this bug.
Swichting from my Dyson Science Destroyer to my Bortasqu' Tactial Cruiser leaves 3 Bride Officer slots EMPTY. I made sure to save everything correctly before.
Switching loadouts while inside the cruiser works fine. Just after switching the ship it bugs out.
I really like the idea of load outs, and it worked great at first. But now, it is rendering this game impossible to play for me. My Fed toon will lose the tray set up and my duty officer set up. It's not just when I go to Deep Space Nine or ESD, it is every single time I go anywhere or do anything and it is completely random. I can't even run an STF without having to spending a significant amount of time setting up everything, AGAIN! Please, please fix this.

In a years time there will still be enough things that were introduced broken and never fixed without this adding to the list.
