After countless rage threads (old one of mine included) I've yet to see someone just put out in the light what's wrong with this ship/possible fix. So I'm going to attempt to do so. *puts on flame retardant suit*
The Dreadnought Cruiser. I'm sure many a captain bought this ship with high hopes, only to discover that the only dread it brings is to the unfortunate pvp/pve team that is placed with one. Then said captain came screaming to the forums with complaints about the ship (i know i did this)
So, IMO the major things wrong with this ship is:
40k hull. It's a dreadnought. Give it at least 42.
1 shield modifier. It's a dreadnought. 1.1 shield modifier. fleet version should have 1.15 like the odyssey.
+5 power levels to all subsystems. Again, it's a dreadnought. +10 to weapons +10 to shields
BOFF set up. Lt tac. On a dreadnought. *cue facepalms*
Moving on to the possible fix.

Increase the Phaser Lance damage by double, and increase accuracy so misses are extremely rare.
Include saucer seperation: -5 shield power +5 weapons power. + 6 turn rate. Adds ability to load DHC/DC -5k hull

I mean since the scim there is a lot of room upwards before a ship gets overpowered. Why not use it and give us something thats really nice and not just another cruiser like all the ones we already have.

i like your boff layout idea
however after 2 years of non stop pvp with it these are the changes i like to see implemented:
turn 7 inertia 25
or
turn 6 inertia 30
+10 weapons +5 shield +5 engine
or
+10 weapons +10 shield
integrated battle cloack (we can dream:rolleyes: )
or at least integrated cloack ( just like it use to be before season 5 )
make the lance shot only 1 iteration ( so no need of buff damage )
that will remove the chance to miss on second shot making it loose 50% of dmg
drastically increase it accuracy so that it won't miss 70% of the time
that with your bo layout would make it something to be feared of but still not an ubber ship like the scimitar.
and now the lost of 2 cruiser command would be justify

That's right, no universal. This gives it a set up very similar to the Tac oddy, which is also a dreadnought, in a sense.
No battlecloak either, makes no sense.
Actually they would, there are already 4/3/3/2 ships out there. And no to the op's updated boff layout as well since the total is 13 powers. T5 ships all have 12 powers max. My ideal layout for the dread is this:
Non-fleet: cdr tac, lt tac, lt cdr eng, lt eng, ens sci
Consoles - 4 tac, 4 eng, 1 sci
41k hull. 1.1 shield, +1 over the current version's turn rate
+10 weap, +10 shield

45k hull, 1.21 shield
Non fleet comes with console universal: battle cloak
Lance phaser damage upped by say 25%
I think this is fitting to what the ship was designed for in the alternate universe presented on tng.

(my current Engineer main pilots a Dreadnought A2B Heavy Tank without Marion, but at least she's using three purple Technicians. She tanks like a mother****er and can take hell unless the Borg start trolling her with invisible High Yield Plasma Torpedos, but i have never, not once, managed to break 7k dps.)

Advanced Federation Computer Core
Built especially for the Federation Dreadnought Cruiser, the Universe Computer Core is the most advanced computer core to date. Due in part to the large number of mothalled galaxy class starships and her sister ship the dreadnought, the Federation has put forth the plans to retrofit all ships for the inevitable war that will come when the Iconians return.
This computer core powers not only all ship power levels, but it also gives a passive to all energy weapons and their accuracy and all projectile weapons and their accuracy. It also strengthens hull hit points, hull repair, shield hit points and shield regeneration.
Equipped to a Exploration Cruiser gives an advanced bonus as well. When saucer seperation is activated, all negtive power stats (other than crew) are negated and gives all bridge officer abilities 3 seconds less on their cool down during saucer seperation. Saucer seperation cooldown is also decreased to 2 minutes instead of 3.
For a dreadnought cruiser, the Spinal Phaser Lance as its accuracy tripled, damage modified by 1.5 and a 2 minute cooldown on the firing capability.
The one flaw though is that it is disabled when a viral matrix attack occurs, causing it to temporarily shut down all power levels for 5 seconds. Afterward, all passives are disabled until the ship is outside of battle for a suitable time to repair the core.

Negate all negative stats during sauer seperation (except for crew count)
Decrease Bridge Officer ability cooldown by three seconds
Decrease Saucer Seperation by 1 minute
For Dreadnought Cruisers and Fleet Dreadnought Cruisers:
Accuracy of Phaser Lance x3
Damage of Phaser Lance x1.5
Phaser Lance Cooldown reduced by 1 minute

My proposal for a Galaxy bundle
Maybe we should have a computer core console slot for all starships and the really good computer cores come with the dreadnoughts or their cousins. Of course, so people would complain about that, but if science ships get a secondary deflector slot, I want my cruisers to get a computer core slot and escorts to get a advanced helm control (its like the computer core, except it built more for speed, and survivability than anything else) or something of the like. I don't want the escort special console to be too powerful due to the fact that people would complain about power creep then.
We'd need to have a nerf ability for the three, like what's for the computer core. Have boarding crew able to TRIBBLE acteon beam TRIBBLE up the helm control and the attack patterns TRIBBLE up the secondary deflectors or something like that.
I feel like I'm trying to force trinity equation into this.

My proposal for a Galaxy bundle
1) 45 degree forward arc, 2 sec recharge time, 0.2 activation time, phaser beam damage comparable to a Mk XII DHC [Acc] [CrtD] [CrtH] -- this is its standard firing mode.
2) Twin Beam Overload Firing mode -- the current ability we see now in the phaser lance, roughly equivalent to two sequential BO3 attacks. Recharge time = 3 minutes
This essentially mimics the set-up we see on the new Dyson Sci-Destroyers, but applied to the Galaxy Dreadnought.
