Possible Tactical Captain training bug

Hi,
I'm not 100% sure if this is a bug or not but I've decided to post this just in case.
I've just been talking to a couple of players in game and have been wondering why my Tactical Captain was able to teach Attack Pattern Omega III to Bridge Officers if he only has 5 skill points spent in that skill?
The tab reads: Tactical Captains who learn 6 ranks of this Skill unlock the ability to train Bridge Officers in Attack Pattern Omega III
Is this a bug or am I missing something? I tested this out and my Captain was able to train Attack Pattern Omega III with just 5 skill points spent in the skill.

I've gone ahead and verified this is actually occurring and that it is now in our internal database.
