Romulan-FED Character Not Getting Initial Duty Officer Pack at Level 11

Just curious if this is a bug or if I am missing something? I've done several characters so I'm very used to the doffing system. Currently have a level 12 Romulan-FED ENG and has not yet received the initial duty officer pack, started after Season 8.5 launch. I have checked available/in progress/log tabs and have talked with duty officer contacts at both the academy and New Romulus Command with no luck, any help would be appreciated. Thanks!

    You get your first complement after completing "Neutral No More", and then you have to go to New Romulus Command to talk to Centurion Velaar.

    Although this is not a bug, I agree that you should get first complement at 11 regardless of whether or not you have completed "Neutral No More", and that you should be able to go to New Romulus Command after "The Search For New Romulus", instead of after picking a faction.

    Of course if you have completed "Neutral No More" and don't have "First Complement" in your In Progress tab of the Journal, then this would be a bug.

    Ah thank you, i did not complete that mission yet and I ended up rolling another FED Rom for the anniversary ship, got to level 12 and same thing but also did not do the Neutral No More mission. I'll go through that on both and see if it fixes it, thank you!
