Possible Romulan Abilities Bug?

I have two toons,one fed,the other romulan.They both are tactical officers,both level 50.They also have the same purple Mk X fire team kits. the problem is my rom toon is missing at least three abilities.the main being beam down security team. is this a bug? I'm confused. just spent 144.000 ec's on the kit.:confused:

    While on a ground map, have you pressed "P" to bring up your powers list to check if it's in there and just hasn't been automatically moved to your tray?
