Party Horn Animation NOT WORKING

I have the party horn on my toons but everytime your click to use the item it show the animation of you using it but you can't see anything. It appears to be bugged can someone fix the issue

    If your graphics settings are set to low , this will happen , same with some of the earlier party popper effects , set it to medium and it should become visible

    All settings are correct and drivers up to date
