Um... randomly. Yeah, they're expensive because they're hard to find. Keep checking personal whenever you're in tau dewa, and the Romulan social zones, you might see an assignment to recruit them from there.
Also... did you check the boffs you get from level up to see if one of those might have it? It can happen, if rarely.
I got some from leveling, some from the doff mission to recruit them but its rare and getting a superior op more rare. Most of mine I bought off the exchange, search for "romulan" and rare, then very rare under bridge officer category.
Why can you get Omega and Nukara Marks fairly quickly if you are willing to grind them out, but the Romulan Marks seem to take forever. I have yet to find a way to pick up as many Romulan Marks in the same amount of time as I can either the OM's or NM's. Why STO Why??? Isn't there a way to boost this up like doing something similar as Nukara Prime Missions. Takes a while to go throught it, but the reward is worth it. Please help with this one Cryptic.
when searching, just simply type in Romulan Engineer/Science/Tactical. This superior operative can appear on rare or very rare (blue and purple quality), Boffs.
Just a warning however, the rare ones tend to go for 6-8 million EC, while the Very rare tend to be 11 Million and up for Superior Romulan Operative. Also note that as usual, Females go for more than the Males.
My best advice I could say, is if you are not actively playing your Romulan, or when you do log off for the night or session, park them at New Romulas command. This will increase your odds of finding that rare Doff Mission when you log back in, as it tends to show up when you log in their rather then when you zone in to the zone. If you have other romulan characters, by all means park them their when not in use, and check them every 4-5 hours if possible, basically when the zone doff missions reset.
I tried this and was lucky enough to get an engineer and tactical from doff missions as I leveled up my Reman, and got one engineer with the trait from the free Boffs they rewarded me as I leveled. Sadly I had to spend 11-12 million EC a piece to get my female science Boffs with it.
That being said, the investment can be worth it if you really want a high crit Build. My Reman currently sits at a 20.5% crit chance with 5 Boffs with Superior Operative, 2.5% base, 3% from romulan rep, 3% from the dyson space gear set bonus (proton beam-cannon/consol/gravimetric torpedo). I can't recall where I got the other 2.5% from, might be another console as i don't have fleet tactical consoles yet on my science ship.
As for the Romulan marks, best thing I could suggest is doing the Epoh stuff on new romulus. It might take you a week and a half for that first epoh to get to eldar, but once you get one to eldar, you can turn it in for 400 romulan marks. You basically have to spend 2 days getting the carrots from tagging epohs, then do a doff mission in to turn that into a tag. This will get you 1-3 of these little tag things depending if they crit the mission. Once you have 5 tags, you can buy an epoh, then talk to one of the romulans around their to do a Doff mission to raise the Epoh. This raising process has to go from child to adult to eldar, so will take 3 days alone to raise one. Each Epoh will give you 10/100/200/400 marks depending on if they are cubs, teenager, adult and eldar basically. Do this and at least get enough marks to keep the rep rolling, and eventually you will have alot more marks to do stuff. still not as easy as the others but still easier to do the epohs than not do the epoh stuff.

Leave it in your officer candidate list and instead use faction based BOffs (IE humans, andorians, blah blah blah for feds, Klingons, orions gorn, nausicaan as KDF). After you hit level 45, look through your officer candidates. Each BOff with SRO, MAIL IT TO YOURSELF. Then distribute as needed throughout your main toons. Delete character. Rinse and repeat as many times as needed.
What does this do for you? Yes, you have to spend a week leveling a toon each time, but that week will guarantee you getting BOffs with SRO (they start appearing on the level 25 free BOff, and appear pretty consistently after that), save you the stress of looking for the DOff mission, and also will save you MILLIONS OF EC. As for you guys selling them on the exchange? Sorry. Not really.
As for the Mark thread hijack? Azure Nebula, Mine Enemy, The Vault: Ensnared and Tau Dewa Daily: Sector Patrol for Romulan Marks. And for Nukara marks? Run around on Nukara prime doing stuff. I picked up 300 marks in an hour easily.

I tried that once myself and didn't mention it only because I felt it wasn't an effective use of time and I level pretty fast. Seems like most of the time you get 2 or 3 boffs that way but easier to just spend less time farming the EC.
Would this be a good place to say that I got offered 3 different BoFF's as a Rom mission reward, and that all three had Super Op trait ... (And yep, I picked the ones female, even though I didn't really need any other Engi BoFFs) So been "farming" myself, just didn't want to say it. so that Cryptic doesn't nerf it to death!

I'm not completely unaware of how to play Exchange. It's just BOffs is never an area I've broken into since trait hunting a little more involved than just learning the name of what you want and searching for it.
At any rate. I'm seriously considering blowing a large amount of ingame currency on a novelty character, and since I'm not especially interested in using the BOffs in question, I figure I'm better off selling them to make my all-"Hirogen" crew a reality.

Since there's not a whole lot you can buy with it, and by the time you're ready to buy, you'll have bucketloads, there's no real reason to go on a bender and massively attempt to grind them...that would be un-Romulan.

Well leveling a Rom actually banks you 3 Boffs with Superior, they ARE in exchange but are extremely expensive. I personally sell the free ones I get while leveling because im fine with normal Boffs and the money goes well for Fleet Modules XD
You know you can also buy 'common' (white) BoFF's on New Romulus for 204 Dil?

This will not kill the Boff market, at all. How many people are going to be willing to spend the hours necessary to save them a few mil in EC? By level 45 you'll get what, 2 maybe 3 Boffs with SRO, assuming they're even ones you want (i.e. not 3 engineers)? The time spent is worth much more than the 30 million or so EC you saved. I can't see anyone doing this when they could spend less time earning the EC and just buying the BOFFs they need.

By level 45 you'll get what, 2 maybe 3 Boffs with SRO, assuming they're even ones you want (i.e. not 3 engineers)? The time spent is worth much more than the 30 million or so EC you saved. I can't see anyone doing this when they could spend less time earning the EC and just buying the BOFFs they need.
