In regards to to your second request. Having the ability to have different sound effects for certain weps and torps won't happen, just like your third request.
In regards to your third request, this has been asked for numerous times in the past, and will never happen due to the complexity of it.
1. I wouldn't rule out that someday happening. Though logically not all ships would have this option available (like the Consitution).
2. Really not sure why they don't use the canonical sound effects. Still drives me crazy that Klingon disruptors don't sound anything like what was on TV.

Out of the first 6 films, ship phasers were only heard in one film (WoK), while handhelds were used throughout, varying in some. I assume you want torpedoes to sound like this or like this?
Then there's the assault phaser. Sounds like it stings quite a bit. :P

1)Not likely to happen, as people have stated because of the T5 Connie thing. Frankly the spaceframe to power ratio should pretty much mean smaller, older designs just couldn't handle the powerplant needed to make them effective against 'front line' ships of the 25th century.
2)Could possibly happen, but lets be a little honest here, this is far past the days of the 2260-2280s, progress does happen.
3)Lord it would be nice if you could set this easily, but assuming the mechanics work similarly to those that exist in the Foundry, this prospect is not something that can easily be changed because the default costume of NPC's are set at a level 'lower' than your personal account. It would be nice at the very least if they could change them to at least all wear something like the Sierra 1 or maybe even the Oddessey style outfit, at least then it wouldn't look all leathery and terrible

Same here. There should be enough source material to give the Klingons and Romulans their proper sound effects as presented in TNG and DS9.
IMHO the Disruptor DCs would go well with the disrupto sound used by BoPs in DS9 while DHCs could use the ones used by K'vorts in TNG.

So to go through different ships, actually isn't that far fetched. I mean take the US Navy for example. Would you want to command the same podunk Frigate or DD you're whole career?

I really never understand these requests... If there were more content/missions/things to do on the interior, I could see this... But as it is, there are very few things that can be done there (some doffing missions are only available from a contact in your ship (Science/Engineer come to mind), but other than that... what else is there to do?
I suppose if we commanded our ships from the bridge, or spent more time in the interior, I would understand... I just don't see it as worthwhile from a dev time perspective... but thats just me, I don't speak for everyone.
As for #1, as someone else pointed out... ship sales would suffer...so don't think thats going to happen.
As for #2, another Meh thing for me... but the mechanic does already exist (to some extent), the retro blue phasers (from the Klingon arc) have a different sound than the newer phasers. Now changing that based on Ship might be more difficult... and to be honest, since spending most time in battle... I generally turn off the ingame sounds, and listen to music instead, or TeamSpeak. Again, its one of those content issues with me... I'd prefer to keep the existing sounds if it meant more things to do, rather than new sounds and nothing new to do (kinda my whole ship philosophy... why ask for new ships if the existing ships compelte the content without issue... new content over new ships to fly through old content).

You're right, which I think explains why the dev time required to make crew uniforms happen hasn't been allocated.
A lot of people would still like to see it happen, myself included. I don't get to see my crew very often, and would love to see them more regularly, but when I do see them, I'd like them to be in a consistent uniform.
As a side benefit, any system for doing this could likely be ported over to the fleet system, so that Starbase/Embassy/Mine/Spire crew could be seen wearing the fleet uniforms.

We're all only admirals by level. Admirals don't command individual ships (which is why some captains prefer to stay captains). They command battle groups, task forces, and whole fleets. Yet we have thousands of admirals flying around in command of starships. Which is why I still wear captain's pips on my uniform, despite being at level cap, and also have the captain title selected. If one of my characters is commanding a smaller ship like the Defiant class or a BoP, I have that one in commander's pips.
I've had the privilege of getting the Big-E (as a crew member, not captain ). Not much different from serving on any other carrier, except for the bragging rights if you're a trekkie of having served on the real Enterprise. If you're not a Star Trek fan, it was just another ship. But if I had remained active duty instead of going reserves, I would probably try to remain assigned to her (especially since there were limited shore duty options for my rating). Since 2005 I've been in the same reserve unit because I like my job there and don't see myself doing anything else this late in my navy career (just got 2 more years to go till retirement).
And let's not forget that Kirk, in spite of being promoted to admiral and assigned to Starfleet Ops, looked for any excuse to get back to the Enterprise and assume command. Sometimes you get to know a particular ship and crew so well you feel like you belong.
As far as older ships not being able to be upgraded to handle 25th century combat, don't forget we have Andorian ships from the 22nd century at T6 level. Obviously they have been refitted to handle battles with 25th century firepower. Besides, isn't the Excalibur class a newer version of the Connie? There could be a T5 retrofit of that one. Today we have B-52s that have been flying for more than 50 years with many upgrades and will probably still be in service for another 50 years because it's a perfectly good bomber that, in spite of high tech stealth bombers and cruise missiles, hasn't gone obsolete. We can't change crew uniforms, okay, that's fine. But could we get an option to reduce or just outright remove the wandering crew? It's just ridiculous if you're using the Small or Belfast interiors, to see several dozen NPCs clogging the halls like Black Friday at the mall. It's even worse on the Belfast interior, since the NPCs will open every door they wander past, leading to a constant whooshing noise of the doors.
And if you're flying a Saber or Defiant, it's kind of weird to have basically your entire crew complement shuffling around like zombies.

Except for my Science officer which I Kinda RP as a Rear admiral incharge of a squadron, you're right my other to fed characters wear captain Pips. Never set foot on the Big-E, I was a marine. Only 3 ships I ever saw was the USS Ogden, Tarawa, and Peleliu.

The Andorian ships aren't the same model as the one from the 22nd Century. And the NX in STO isn't the NX but the Utopia-class (a ship design thats is identical to the original. Like how there are new P-51s that are based off the World War 2 P-51s).

First off the Excalibur isn't a refit of a Constitution, but a new ship with a similar configuration. So in that respects I can see that having a Tier 5 refit, just not having the Constitution skin available.
But the Constitution-class itself, for one thing it was decommissioned over 100 years ago, and there was only like 12-18 of them in the TOS era. The last confirmed Consitution was used was at the Battle of Wolf 359 and was obliterated by the Borg. So there really shouldn't be a Consitution at all in the modern era, outside of a museum.
With the B-52 analogy, the Miranda-class or the Oberth-class fits better with it. Because they been in service for over a hundred years and is still in service.
