I'm not sure if this is a known issue or just how things have always been but I've noticed that my bridge officers never use any of the ground set/gear abilities. I've tried this with Omega, Maco, Adapted Maco, Jem Hadar on various Boffs. I've tried using all three pieces of the MK XII sets or two pieces to see if it made a difference.
Again not sure if this is a known issue or if this is just how the Boffs have always been.
I am in the New Rom staging area and was wondering the same thing.
I have the 3 piece Jem'Hadar set equipped.
My one active BOff shows 0/3 equipped on the Jem'Hadar set though he has the XI shield and armor.
My other ground BOffs only have the Jem'Hadar armor but they all show 1/3 or when I switch one to have the Jem shield then 2/3. When I run a ground mission with all 4 I will have to see if they all show 0/3. I suspect that will be the case.
I wonder if it is because the set pieces say you can only have 1 equipped? Not sure if it is supposed to be like this (only one team member can get the set bonuses) or if it is a bug.
I have the Jem hadr set on nearly all my BOFF's except for 2 that are in the process of getting the set and 1 that has maco and omega geared boff's. It is hit or miss that they use the set bonus. On 1 character the BOFF's use the shroud allot and another they never do. Then race abilities are another hit or miss. On my Orion I have full Orion BOFF's and they never use seduce but on my fed sci's embassy orion she uses seduce even against turrets for some strange reason. I think I have just about stopped caring just as long as they shoot the weapons I gave them at the enemy but it would be nice if they used the abilities and set bonus more reliably

I know my reman borg uses shattering harmonic's ability because he's always busting out a light sabre. xD
It seems completely hit and miss. In space the Boffs show the full set as being outfiteed, but when you beam down it does recognise the other pieces. However, some aspects of them seem to work despite that - shroud, tactical readiness etc.
I can't work out if it's a display issue or whether the abilities just genuinely aren't there all the time.
you can actually get ur guy to use his sword!, how. mines useless
I just trained him lunge III, sweeping strikes III, put the set on him and he just goes to town.
I did put his lunge skill on my action bar so when I'm pewpewing he'll lunge at my targets and start slashing, but even in free mode he'll just run around doing combos all by himself which is hilarious.
BOFFs have access to Emergency Shield Capacitor from their set gear, never use it.
My BOFFs skills also don't benefit from my Active Ground Duty Officers like their supposed to.

It's really annoying trying to put together that BOFF+ground dream team for BattleZone when the buggy code fights you at every turn.
I really don't think they should be putting out any new content until they get all these bugs ironed out.

I didn't think that was intended behavior. Back before the DOffs were implemented, we were told Department Head BOffs would have their own mini-active roster. (Actually, it was phrased as your department heads would eat doffs for their bonuses.) At the time BOffs not benefiting from active ground DOffs was intentional. I'm not sure if that's changed, though.

That said, tbis is probably and extention of boffs not using their "activatable traits" like borg neural blast or the Breen cryo visor eye beam.
It has been bugged since launched and these abilities rarely go off...
